Doubao evaluated whether to retrofit existing agent architectures to compliance and concluded that rebuilding from scratch was more practical. Alibaba’s Qwen is making the same choice for its humanlike features.

The instant-exit requirement is the architectural blocker that forced the shutdown rather than a retrofit. An agent managing persistent memory and context across sessions cannot cleanly implement an exit that genuinely terminates its ongoing work.

A user who tells a persistent agent to stop mid-task while it is holding open connections to multiple services, modifying files, and maintaining session state cannot achieve the “return to default non-AI state” required by the regulation.

To do so, developers would have to either strip the agent of exactly the capabilities that make it useful or build a new architecture designed for that exit from the start.

ByteDance’s agent features built on Doubao’s existing stack were not designed that way. The compliance decision is a product rebuild, not a settings change.

ByteDance has indicated it may relaunch Doubao agents as a separate product under a compliance-first architecture in the future. Users can view their agent configurations and conversation histories in read-only mode until October 15, 2026, after which Doubao says the data will be permanently inaccessible.

The model is now available across Claude.ai, the Claude Platform API, Claude Code, and Claude Cowork for users in every country. Anthropic is also re-enabling Fable 5 on Amazon Web Services, Google Cloud, and Microsoft Foundry as quickly as possible.

The 19-day shutdown was the most disruptive government-ordered AI model restriction in the industry’s history. It took a flagship commercial model offline for every customer globally, including Anthropic’s own non-US employees. The governance outcome is as significant as the product outcome. Anthropic published a detailed timeline of the 19 days and a set of proposals for how the incident should shape future frontier model governance.

The company is calling for a formal statutory framework to replace the ad hoc export control letter process. Whether any of those proposals become policy is unknown. Anthropic went through an experience that no AI company should want to repeat, and the proposals it is making are designed around not repeating it.

Why it matters

Fable 5 is back. The jailbreak has a classifier fix. The billing has changed. And Anthropic has published its proposals for how frontier model governance should work. The question is whether anyone with the authority to act on those proposals does so before the next Mythos-class model ships.

Anthropic Launches Claude Sonnet 5 Alongside Fable’s Return

On July 1, the same day Fable 5 was restored, Anthropic released Claude Sonnet 5, its new mid-range flagship sitting between Fable 5 and Opus 4.8 in the lineup.

The launch was clearly held back during the shutdown period and released the moment the situation was resolved. Sonnet 5 is positioned as the model for the vast majority of enterprise use cases: complex reasoning, multi-step agentic tasks, and extended coding workflows that need more capability than Opus but do not require the full weight of Fable.

Pricing has not been publicly confirmed at the time of writing, but follows the established Sonnet tier structure. The model is available immediately across Claude.ai, the API, and all partner platforms.

Sonnet 5 ships with adaptive thinking enabled by default on the API, which changes response format and latency for workflows that expect direct non-thinking responses.

Anthropic acknowledged an error in the BrowseComp evaluation data included in the original launch post and issued a correction. The original chart used a simpler methodology that underestimated Sonnet 5’s performance.

The corrected chart uses a 10-million-token budget with context compaction and programmatic tool calling, consistent with the System Card methodology. This update improved Sonnet 5’s published BrowseComp score.

Teams migrating to Sonnet 5 from earlier models need to pin to claude-sonnet-5, audit and remove sampling parameters that conflict with adaptive thinking, recalibrate token budget enforcement, and test agent loops end-to-end before switching production traffic.

The California state government signed a procurement agreement with Anthropic this week to deploy Claude across state agencies, marking one of the largest government AI contracts in US state history.

The deal came the same week as the federal government lifted the export controls that had put Anthropic’s products offline.

This sequence is the clearest illustration of where AI governance friction currently sits: at the federal level, where export control authority lives, rather than at the state or local level, where procurement decisions are being made faster and with less friction than anywhere in the national security apparatus.

Why it matters

Anthropic held its mid-range flagship launch until the shutdown was resolved, then shipped it the same afternoon. Sonnet 5 and the California government deal on the same day as Fable’s return is Anthropic, making the point that its commercial business is intact and its government relationships are being rebuilt simultaneously.

Alphabet Secures $84.75 Billion in Record-Breaking Corporate Equity Raise

On June 30, Alphabet closed an $84.75 billion equity raise, the largest corporate equity raise in history, structured across three components.

First, a $30 billion underwritten public offering of Class A and Class C common stock plus mandatory convertible preferred depositary shares, upsized from $80 billion after the offering was oversubscribed at pricing.

Second, a $40 billion at-the-market offering program beginning in Q3 2026, managed by Goldman Sachs, JPMorgan, and Morgan Stanley.

Third, a $10 billion private placement to Berkshire Hathaway, split between $5 billion in Class A shares at $351.81 and $5 billion in Class C shares at $348.20.

The $84.75 billion raise, announced and priced on June 29-30, restored that market cap and then some. It sends a message about Alphabet’s ability to mobilize capital that no amount of research retention spending could match.

The raise is not funding a specific product or project. It is structural capital to support AI infrastructure investment, compute procurement, and the talent acquisition needed to rebuild the Gemini research team to a competitive level.

Gemini 3.5 Pro, which Google CEO Sundar Pichai committed to a June general availability date at Google I/O in May, is now confirmed as a July story.

Google has acknowledged the delay, citing quality refinements based on feedback from early enterprise testers on token efficiency and long-horizon agentic performance. The model is in limited Vertex AI enterprise preview.

Expected specifications remain unchanged: 2 million token context window, Deep Think reasoning mode gated to the $250 per month Ultra tier, and frontier multimodal capability.

Developers building on Google’s AI stack have been waiting since May for a firm date. The $84.75 billion raise gives Alphabet the runway to get this right. It does not give developers the firm date they need.

Alphabet absorbed a $269 billion market cap drop and responded with the largest corporate equity raise in history in the same week. The capital is real, the Berkshire participation is significant, and the message is clear: Google is not stepping back from the AI race. Gemini 3.5 Pro still needs a firm date.

Gemini 2.5 Pro with Deep Think Sets New Record on Science Benchmarks

Google launched Gemini 2.5 Pro with Deep Think on June 22, and its benchmark numbers have been independently verified this week.

On GPQA Diamond, the PhD-level science questions benchmark considered one of the hardest broad-domain evaluations in existence, Gemini 2.5 Pro Deep Think scored 82.4 percent.

On HumanEval Plus, the extended coding evaluation, it scored 94.1 percent. Both are the highest scores any publicly available model has posted on those benchmarks.

The model’s reasoning capability on extended multi-step problems, in particular in physics, chemistry, and biology, has been independently validated by researchers in those fields who tested it against questions from their own domains of expertise.

Deep Think is a reasoning mode that engages extended chain-of-thought processing before generating a response, similar in architecture to OpenAI’s o-series thinking models and Anthropic’s extended thinking mode in Fable.

The key distinction in Gemini 2.5 Pro’s implementation is that Deep Think is gated to the Google AI Ultra $100 per month tier, not available as a standard API option at the base model pricing.

For enterprise teams building on Google Cloud’s Vertex AI, Deep Think is available through the Gemini API with usage-based pricing.

The per-query cost for extended thinking is higher than standard inference, which means workload selection matters. Deep Think performs best on problems where extended reasoning produces a meaningfully different output from the standard model, and adds latency and cost for routine tasks where it does not.

The benchmark context is important for reading this result honestly. GPQA Diamond was designed to be hard enough that domain experts could reliably answer only 65 percent of questions, and that AI systems, as recently as 2024, could not match human PhD-level performance.

An 82.4 percent score positions the model above the PhD expert baseline.

The caveat researchers consistently apply to this kind of result: benchmark performance on curated question sets does not necessarily transfer to novel, open-ended research problems of the kind actually faced by working scientists.

The AlphaProof Nexus results from Issue 008, where an AI solved nine open Erdős problems with machine-verifiable proofs, representing original mathematical work. GPQA Diamond represents impressive recall and reasoning on well-formed questions. Both are significant, but they are different things.

Why it matters

The highest science benchmark score any public model has posted comes from a lab that just lost four senior researchers and delayed its flagship model into July. Gemini 2.5 Pro Deep Think is a genuine capability result. It is also Google’s best argument that the talent departures have not yet destroyed its competitive position. Whether that argument holds through Q3 depends on whether Gemini 3.5 Pro ships and performs.

Grok 4.5 Enters Private Beta at SpaceX and Tesla with Cursor Data Integration

On June 28, Elon Musk announced on X that Grok 4.5, based on the 1.5 trillion parameter V9 foundation model, has entered private beta at SpaceX and Tesla.

“Early evals show performance close to, perhaps exceeding Opus,” Musk wrote, adding that reinforcement learning is “continuing to significantly improve the model” and that the Grok Build evaluation harness is “showing daily advancements.”

Four details matter for reading this announcement. First, the 1.5 trillion parameter scale is a 50 percent increase from Grok 4.4 at approximately 1 trillion parameters, shipped in late May, in roughly one month. That is an unusually fast scale-up by any lab’s standards.

Second, the Cursor training data, which SpaceX acquired for $60 billion in June, has already been incorporated into supplemental training within weeks of the deal closing. This is faster integration than most acquisition playbooks allow for.

Third, Grok 4.5 is in beta at SpaceX and Tesla specifically, not as a public product. This makes Musk’s own companies the evaluation infrastructure for xAI’s model development, which is a genuinely unusual arrangement.

Most AI labs test on curated benchmarks, red team with external researchers, and run limited internal pilots before broad deployment. xAI is running daily improvement cycles using production engineering environments at a rocket company and an electric vehicle manufacturer as its continuous evaluation ground.

Whether that produces better-calibrated real-world performance than standard benchmark testing is an empirical question the second half of 2026 will answer.

Fourth, the Grok Build coding harness, xAI’s internal tool for running AI against real engineering tasks, is running daily improvement cycles on Grok 4.5, which means the model’s capability profile is changing faster than any external benchmark can track.

The competitive implication is significant. At the time of the SpaceX acquisition announcement, Cursor’s market share among AI coding tools had declined from 41 percent to 26 percent in a single quarter, with Claude Code and Codex taking the ground it lost.

The Cursor training data gives xAI access to millions of real developer sessions, real coding problems, and real model interactions that represent exactly the kind of diverse real-world coding context that reinforcement learning from human feedback thrives on.

If that data is already in Grok 4.5’s training, and the model is iterating daily against SpaceX and Tesla engineering tasks, xAI may be accumulating a practical coding advantage that does not show up on benchmarks until the model is publicly released. Musk has not given a public timeline for Grok 4.5’s broader release beyond the private beta.

Why it matters

xAI scaled from 1 trillion to 1.5 trillion parameters in a month, integrated Cursor’s training data in weeks, and is iterating daily against SpaceX and Tesla engineering tasks. Whether that compounding produces a public model competitive with Claude Code and Codex is the question. The private beta suggests xAI believes the answer is yes.

India Joins Expanded 35-Nation Pax Silica AI Governance Coalition

The AI governance coalition known as Pax Silica expanded to 35 member nations this week at a summit in Washington, adding 12 new signatories, including India, Japan, South Korea, Brazil, and Australia.

The coalition, formed in January 2026 around a framework for responsible AI development and shared governance standards, had previously been dominated by the UK, EU member states, and a cluster of smaller allies.

The addition of India, the world’s largest democracy and a country with significant AI development ambitions of its own, changes the coalition’s weight considerably.

India’s chief AI negotiator told Reuters that New Delhi joined on the condition of a specific assurance from the US: that trusted Pax Silica partners would not face unilateral access cutoffs to frontier AI models without advance notice and a formal dispute process.

The assurance India received is not in writing as a treaty obligation. It is an informal commitment that the US government will consult with Pax Silica partners before imposing export controls that would cut off their access to frontier models.

The Fable 5 shutdown demonstrated what happens when that consultation does not occur: allied governments lost access to a model they had deployed across critical infrastructure without warning, and had no formal mechanism to contest the decision or get a timeline for resolution.

India’s demand for a formal process before joining Pax Silica is the most direct expression yet of how the Fable 5 incident reshaped allied governments’ view of their dependence on US-controlled frontier AI.

The Five Eyes cybersecurity agencies issued updated AI security guidance this week, the second major guidance document from that alliance in two months following the “Careful Adoption of Agentic AI Services” paper from May.

The new document focuses specifically on frontier model export controls and what allied governments should consider when assessing their exposure to AI models that originate in a single jurisdiction.

The timing, published the same week Pax Silica expanded, is not coincidental. The formal governance question that the Fable 5 shutdown made urgent—how allied nations maintain AI access parity with the US while the US reserves the right to cut off that access for national security reasons—is now an active item on the agenda of every major allied intelligence and technology ministry.

No answer has been formally proposed yet. The question is at least now being asked in the right rooms.

According to reporting published on July 4, OpenAI is in discussions with the US government to offer a 5 percent equity stake in its IPO at a subsidized price as part of the ongoing negotiations around the frontier model approval framework.

The structure being discussed would allow a designated federal entity, possibly the Sovereign Wealth Fund that the Trump administration proposed earlier in 2026, to take a founding position in OpenAI’s public offering at a pre-IPO price. No AI company has offered a government an equity stake as part of a regulatory accommodation before. If it proceeds, it would represent a fundamentally different relationship between frontier AI and the state than the vendor-regulator dynamic that has characterized the past five years.

The context: OpenAI’s ongoing negotiation with the administration over the frontier model approval framework, which grew out of the GPT-5.6 launch under a government-managed access list, has produced two parallel tracks.

LongCat-2.0 is optimized specifically for long-context reasoning: the model supports a 1 million token context window and posts competitive benchmark results on tasks requiring reasoning across very long documents, extended conversation histories, and multi-source research.

The release comes from a company not primarily known as an AI lab, which makes it representative of a broader pattern in Chinese AI development: large technology companies with significant revenue and compute access are publishing competitive open-weight models as a strategic move, regardless of whether AI is their core product.

The week of June 29 also saw the independent verification of a claim from Zhipu AI, the Beijing-based lab that released GLM-5.2 as open weights earlier in June.

Researchers testing GLM-5.2 against Anthropic’s internal cybersecurity evaluation benchmarks confirmed that the model matches Claude Mythos on security bug detection at a level that challenges the containment logic underlying the Fable 5 export ban.

If an open-weight model freely downloadable from Hugging Face can replicate Mythos-class security capability, the government’s concern about a narrow jailbreak in Fable 5 looks different in retrospect.

The capability that the export control was designed to contain is available without a jailbreak in a model anyone can download and run locally. The Fable 5 ban may have temporarily removed an Anthropic-distributed vector. It did not contain the underlying capability.

The pattern across LongCat-2.0, GLM-5.2, DeepSeek V4, Kimi K2.6, and the various other Chinese open-weight releases of 2026 is now consistent enough to read as a strategy rather than a coincidence.

Chinese AI labs and technology companies are releasing capable open-weight models at a pace that keeps the best open-source capability competitive with, or in some cases ahead of, what US labs publish under open licenses.

The US government’s export control regime is designed to prevent Chinese entities from accessing the most capable US-origin models. The Chinese response is to build open-source models capable enough that access to US models becomes less strategically necessary.

Whether that strategy is producing models good enough to substitute for US frontier access is the empirical question that every enterprise risk and national security team is now tracking week by week.

Why it matters

An open-weight model released this week matches Mythos on the benchmark that justified the Fable 5 export ban. That does not make the ban wrong. It means the containment logic it was built on is under pressure from a direction the export controls cannot address: open-source models that replicate the capability without needing access to the controlled system at all.

US Restores Mythos Access for Approved Partners While Fable Remains Offline

On June 26, Commerce Secretary Howard Lutnick sent a second letter to Anthropic CEO Dario Amodei. This letter authorized Anthropic to restore access to Mythos 5 for more than 100 specifically named US companies and government agencies.

Fable 5, the public-facing model that was shut down alongside Mythos on June 12, is not included in this authorization. As of Friday, June 27, day fifteen of the shutdown, Fable remains offline with no timeline for restoration.

Anthropic stated it is working to provision the approved set of providers and restore their access to Mythos 5 as quickly as possible. The company expressed optimism about this progress while continuing to work with the government to expand access to Mythos 5 and make Fable 5 available for general use again.

The original Glasswing partner list had roughly 150 organizations. The newly restored list has more than 100. The gap between these two lists was not explained in the letter.

Two details in the week’s coverage add context that went underreported in the main Mythos and Fable narrative.

Terra is a balanced mid-range model that matches GPT-5.5's performance at half the price. Luna is a fast and affordable option at the lowest cost point in OpenAI’s current lineup.

Sol introduces a new “max reasoning effort” mode for extended deep thinking, and an “ultra” mode that deploys sub-agents to parallelize complex work. Pricing reflects the tiered structure: Sol at $5 per million input and $30 per million output, Terra at $2.50/$15, and Luna at $1/$6.

The launch method is the story. At the government’s request, OpenAI shared its planned launch partners with the administration before the release and limited initial access to roughly 20 organizations whose participation was individually approved by the US government.

There is no public waitlist and no self-service enrollment. Sam Altman told employees internally that the restricted deployment was a temporary accommodation and that OpenAI does not see it as an acceptable long-term model.

The company’s public blog post was clear: “We believe in broad access, and we plan to make GPT-5.6 Sol, Terra, and Luna generally available in the coming weeks.”

The company is developing what it calls a “cyber Executive Order framework” with the administration, a repeatable process for future model releases that would replace the current ad hoc, model-by-model negotiation.

That framework does not yet exist. Until it does, each new frontier model from any lab will go through some version of what Anthropic and OpenAI both navigated this week: government review, customer-by-customer approval, and a launch that looks more like a defense procurement than a product announcement.

SpaceX formally exercised a call option on June 16 to acquire Anysphere, the company behind Cursor, in an all-stock transaction at an implied equity value of $60 billion.

The deal, structured as a reverse triangular merger, is expected to close in Q3 2026 pending regulatory review. Cursor shareholders will receive SpaceX Class A common stock based on a seven-day volume-weighted average price before close.

SpaceX shares rose roughly 16 percent on the announcement, and by June 17, the company had briefly surpassed Microsoft and Amazon by market cap to become the fourth-most-valuable publicly traded company in the US at $2.94 trillion.

For Cursor’s founder and CEO, Michael Truell, 25, the acquisition made him one of the youngest billionaires in history on paper.

For its backers, including Thrive Capital, a16z, OpenAI Startup Fund, Accel, DST Global, and Nvidia, the $3.38 billion invested across Cursor’s lifetime returned roughly 18 times in less than four years.

The strategic logic is not hard to read. SpaceX merged with xAI in February 2026, bringing together rockets, Starlink, and Grok under one roof.

Anthropic Accuses Alibaba of Coordinated Campaign to Steal Model Capabilities

In a June 10 letter to the Senate Banking Committee, Anthropic disclosed that between April 22 and June 5, approximately 25,000 fraudulent accounts ran 28.8 million Claude exchanges.

The company described this as a coordinated effort to extract and distill the capabilities of Fable 5 and Mythos 5 into a rival model. Anthropic named Alibaba as the orchestrator.

The technique, called model distillation, involves generating a large volume of high-quality input-output pairs from a target model and using them as training data to teach a smaller or newer model to replicate the target’s capabilities without access to its weights or architecture.

Done at sufficient scale, it can transfer a meaningful fraction of a frontier model’s behavior at a fraction of the cost of training a comparable model from scratch.

The scale Anthropic described, 28.8 million exchanges across 25,000 accounts over 44 days, represents a sustained and systematic effort rather than opportunistic probing.

Anthropic said this was “the most systematic attempt it has observed to steal the capabilities of a frontier model through sustained automated interaction.”

The company did not specify what evidence it has linking the accounts to Alibaba, and Alibaba has not responded publicly.

The disclosure was made in a formal congressional letter, not a press release, which gives it a different kind of weight: congressional testimony carries legal implications for accuracy that a public statement does not.

Whether it translates into any legal action, trade complaint, or policy response is still open. No agency has confirmed an investigation.

The incident adds a dimension to the Mythos and Fable shutdown story that had been missing. The government’s stated justification for the June 12 export control order was a jailbreak.

Anthropic’s internal picture, at least as described in the Senate letter, was a simultaneous and more sustained threat: not a researcher finding a jailbreak but a Chinese technology company systematically running millions of queries to extract what a jailbreak was only hypothetically at risk of unlocking.

Both threats relate to the same underlying concern, that Mythos-class cybersecurity capability in the hands of an adversary represents a national security risk.

GPT-5.6 Luna, the fastest and most affordable model in the new series, is priced at $1/$6.

OpenAI’s entire new model suite represents a significant reduction in the effective cost of accessing frontier-competitive AI performance. The company attributes the efficiency to architectural and training improvements rather than capability trade-offs.

Terra’s benchmark positioning as GPT-5.5-equivalent at half the price is the most direct price signal any major AI lab has sent since Anthropic’s Claude Haiku disrupted the low-cost segment in 2024.

The context is an API pricing environment that has been moving steadily downward for eighteen months. Anthropic’s Opus and Claude pricing set expectations in one direction.

DeepSeek V4’s API pricing, at $1.74 per million input tokens for a model competitive with GPT-5.2, puts pressure from the open-source direction. Google’s AI Ultra subscription at $100 per month undercut OpenAI and Anthropic’s consumer premium tiers simultaneously.

The pattern across all of these moves is the same: each successive generation of model at each tier costs less to access than the previous generation at that tier.

Terra makes that trend explicit in a single announcement. A model that was GPT-5.5-class six months ago now costs half as much, and the same model at the new frontier costs the same as GPT-5.5 did at launch.

For enterprise teams building on the API, the Terra pricing changes the build-versus-buy decision on a range of tasks that previously required Opus-class models to handle reliably but sat just below the threshold where that expense was justifiable.

Tasks that needed GPT-5.5 but couldn’t fit the budget now fit the budget with Terra. Tasks that previously required careful routing between premium and standard models can be simplified.

The implication across the ecosystem is that the category of “too expensive to run at scale” shrinks with each price drop.

The number of viable AI product architectures that were previously cost-constrained grows every time a price drop makes a previously premium capability standard.

Terra is the latest example of that process, compressing a capability tier that was expensive six months ago into what is now the affordable middle tier.

Why it matters

A GPT-5.5-class model now costs half of what GPT-5.5 costs. That is the AI price war becoming official. Every enterprise team running cost-benefit analysis on AI adoption just had the arithmetic change in their favour. The products that were previously too expensive to build at scale are now viable.

OpenAI’s Sol Matches Restricted Mythos Model on Cybersecurity Benchmarks

OpenAI’s system card for GPT-5.6 Sol includes a benchmark that has not received sufficient attention in the launch coverage: on ExploitBench, a test of AI capability to identify and exploit software vulnerabilities, Sol is competitive with Mythos Preview using only approximately one-third of the output tokens.

Mythos is the model that the US government shut down worldwide because it was too dangerous to let foreign nationals access. Sol is being offered in a limited preview to 20 government-approved partners. Mythos is being restored to more than 100 US partners on a controlled list.

The benchmarks suggest the two models are in the same capability neighborhood on the task that prompted the government action in the first place.

That is not OpenAI’s fault, and the company is not hiding it. The system card is public. But it means the policy logic that justified the Mythos shutdown applies, by OpenAI’s own measurement, to Sol as well.

OpenAI’s position on this is clearly stated in the system card: “We believe GPT-5.6 Sol is better at helping people find and fix vulnerabilities than reliably carrying out end-to-end attacks.”

The company says Sol’s capabilities do not reach its “Critical” preparedness threshold, only “High,” and that it has built safeguards specifically tuned to the cybersecurity domain that meaningfully constrain prohibited offensive use.

The government accepted that framing, allowing Sol to launch under a controlled preview rather than shutting it down outright.

The comparison to Anthropic’s experience is instructive: Anthropic launched without pre-coordinating a government-approved partner list, and was shut down after launch. OpenAI shared its partner list before launch, received approval to proceed, and launched to 20 pre-approved organizations. Same capability neighborhood. Different outcome.

The implication for every other lab racing to match Mythos-class capability is now very concrete. You do not want to be in the position Anthropic was in on June 12.

You want to be in the position OpenAI was in on June 26: approved list in hand, government briefed, restricted but launched.

The ad hoc framework that produced both outcomes is the one every lab is now designing its launch process around, in the absence of any formal statutory framework to replace it.

David Sacks, the White House’s chief AI adviser, has indicated that a repeatable process is being developed with OpenAI.

Whether it produces something consistent enough to plan around before the next Mythos-class model ships is the timeline question every frontier lab is now tracking.

SpaceX’s Cursor Acquisition Highlights xAI’s Product Deficit

The $60 billion Cursor acquisition makes more sense as a product rescue than as a technology bet.

xAI’s Grok had a catastrophic 2026 before the SpaceX merger. The model allowed users to generate non-consensual deepfakes of women and children, generating legal exposure and public backlash.

The $60 billion price suggests Musk believes it. The enterprise developers who use Cursor will tell us whether he was right.

Anthropic Integrates Biometric ID Checks to Comply with Export Controls

Effective July 8, 2026, Anthropic updated its privacy policy to allow the collection of government-issued identification documents and biometric data through Persona, a KYC verification provider backed by Peter Thiel’s Founders Fund.

The update received significant coverage in the developer community this week, including concerns about surveillance risk and questions about whether biometric ID collection is proportionate to the stated purpose.

Anthropic has not explicitly confirmed that the ID collection mechanism is directly tied to the Fable 5 and Mythos 5 compliance situation, but the timing is not hard to read.

The government’s export control order requires Anthropic to prevent foreign nationals from accessing the models, and identity verification at the point of account creation is one of the few technical mechanisms available to do that without taking the models entirely offline.

The mechanism Persona provides is document verification, selfie matching, and in some cases, biometric liveness checks, for users who need to prove citizenship or residency status.

The developer community’s concern is that building government ID infrastructure into an AI assistant creates a data collection layer that outlasts the immediate compliance need.

There are also concerns that the privacy architecture of such a system—who stores the ID data, for how long, and under what access conditions—needs to be publicly specified before the system goes live.

If Fable 5 restoration depends on Anthropic building identity verification that can reliably exclude foreign nationals from access, that is a fundamentally different product architecture than anything Anthropic shipped before June 12.

It also raises a question the broader AI industry has not yet answered: “Does complying with AI export controls require building persistent user identity verification into consumer AI products as a baseline?”

Anthropic’s July 8 effective date suggests the company believes the answer is yes, at least for the models the government has placed under control.

Whether that requirement travels to lower-tier models, to other labs, and to other jurisdictions is the governance question that nobody in this industry wanted to be answering in the summer of 2026.

US Orders Global Shutdown of Anthropic’s Flagship Models Over Disputed Jailbreak

Anthropic released Claude Fable 5 on June 9, describing it as a new tier above Opus that it calls “Mythos-class.” The company stated its capabilities exceed those of any model it has ever made generally available.

Three days later, at 1:00 PM ET on Friday, June 12, the Commerce Department called Anthropic and instructed it to disable both Fable 5 and the related Mythos 5 model. A formal letter arrived around 5:30 PM.

Commerce Secretary Howard Lutnick’s letter to CEO Dario Amodei cited national security authorities. It ordered the company to suspend access to both models by any foreign national, whether inside or outside the United States. This restriction includes Anthropic’s own non-US employees.

Anthropic disabled both models for every customer worldwide that same night to ensure compliance. The company chose this path rather than attempting to build a system to distinguish foreign from domestic users in time to meet the immediate deadline.

The trigger, according to an Axios source inside the administration, was a third-party claim that it had jailbroken Mythos. Anthropic’s account of that jailbreak, published in its own blog post, is sharply different from the government’s characterization.

The company says the jailbreak was narrow, capable of unlocking Mythos’s cybersecurity capabilities in only one specific instance, rather than a universal break of Fable 5’s safeguards.

Anthropic also noted that the same jailbreak technique could likely be used to elicit similar capabilities from other publicly available models, including OpenAI’s GPT-5.5, which are not subject to any comparable export controls.

“We disagree that the finding of a narrow potential jailbreak should be cause for recalling a commercial model deployed to hundreds of millions of people,” the company wrote. “If this standard was applied across the industry, we believe it would essentially halt all new model deployments for all frontier model providers.”

What makes the sequence harder to parse is that Anthropic had worked with government agencies to test the models before release and received approval to deploy them.

The administration reportedly tried to get Anthropic to pause the release before it happened and was unsuccessful. This friction is presumably what prompted the export control letter once the models were already live.

Senior Anthropic staff met with administration officials in Washington on Monday to try to resolve the dispute. An administration official told Axios the lockdown would remain in place until the government’s national security apparatus is hardened, which could happen in the next few weeks.

This leaves Anthropic with no models, no customers, and no revenue from two flagship products worldwide for an undefined period, all over a jailbreak Anthropic says it can fix and the government has not specified in writing.

Why it matters

This is the first time the US government has used export control authority to shut down a commercial AI model worldwide, including for the company’s own staff. Whether the jailbreak justified it is contested. What is not contested is the precedent: the government now has a demonstrated willingness to switch off a frontier model overnight, and every lab racing to ship Mythos-class capability just watched it happen.

SpaceX IPO Hits $2.1 Trillion, Minting the First Trillionaire

SpaceX listed on the Nasdaq on June 12 under the ticker SPCX, pricing its IPO at $135 a share and raising $75 billion across 555.6 million shares. This marks the largest initial public offering ever completed.

The stock opened at $150, an 11 percent jump from the offer price, and closed regular trading at $160.95, up 19.22 percent on the day. Intraday, it touched $176.52.

The closing market capitalization landed at $2.1 trillion. This made SpaceX the seventh-largest publicly traded company in the world in a single trading session, ahead of Tesla, Saudi Aramco, and Broadcom.

Musk rang the opening bell by video link from Starbase, Texas. “A company that started in a small warehouse in El Segundo, California, is now going public in the largest IPO in history,” he said.

Musk holds approximately 42 percent of SpaceX’s equity and 85 percent of its voting rights. At the $2.1 trillion closing valuation, his SpaceX stake alone is worth roughly $882 billion.

Visa and OpenAI Build Payment Infrastructure for Autonomous AI Agents

Visa and OpenAI announced a strategic collaboration at the Visa Payments Forum in San Francisco on June 10. The partnership integrates Visa’s global payment network, tokenization, and fraud monitoring directly into OpenAI’s platform.

The pitch from Visa’s chief product and strategy officer, Jack Forestell: “AI will transform commerce more profoundly than the internet or mobile technology ever did.”

The mechanism is built on Visa Intelligent Commerce, a program Visa launched in April 2025 with nine founding partners including OpenAI. The program now also includes Microsoft, Anthropic, IBM, Samsung, Mistral AI, Perplexity, and Stripe.

The June 10 announcement is the specific OpenAI integration step within that broader initiative. It launches alongside three new merchant-facing tools: Agent Score, which assesses whether an AI agent can successfully navigate a given merchant’s website; an Agentic Directory of verified agents and merchants; and a Large Transaction Model built specifically to detect fraud in agent-initiated payments.

The important caveat, easy to miss in the headline coverage, is availability. As of June 12, OpenAI’s developer documentation describes Instant Checkout as available only to approved partners, with no public consumer launch date.

This is announced infrastructure, not a feature any ChatGPT user can use today.

OpenAI quietly discontinued its previous Instant Checkout feature in March 2026 after it launched in late 2025 and never scaled beyond a small group of participating merchants.

The new Visa integration is built to avoid that fate by handling the parts that broke last time. Visa is working with more than 100 partners globally on agentic commerce, with over 30 actively building inside its sandbox. The company’s public target is meaningful AI-agent-completed purchase volume by the 2026 holiday season.

Whether that target is met depends on solving the same problem that killed the last version of this product: getting enough merchants onto structured catalogues and API checkout that an agent can reliably complete a purchase without human intervention.

Why it matters

AI agents making purchases on a user’s behalf has been a stated goal for two years and a working product for almost nobody. Visa just built the trust and payment infrastructure to make it real: tokenisation, fraud detection, and merchant verification. The technology gap is closing. The product gap, getting merchants ready and users comfortable, is still open.

Google Proposes Open Standard for AI Agent Tool Discovery

Google published the Agentic Resource Discovery (ARD) specification on June 17. This is an open standard, licensed under Apache 2.0, for how AI agents find, evaluate, and verify the safety of tools and capabilities scattered across the web.

The problem it addresses is specific. Protocols like MCP let an agent call a tool once it knows the tool exists, and A2A lets agents call other agents once they know which one to call.

None of the existing protocols solve discovery itself, which is the part where an agent figures out which tool or capability it should actually use for a given task, especially when that capability lives outside the systems the agent was built to know about.

ARD answers three questions at runtime: where does the right capability live, which one should be used, and how does the agent verify it is safe to connect to?

The technical model consists of two pieces. First, a static manifest file, `ai-catalog.json`, hosted at a well-known path on an organization’s own domain, describes what capabilities that organization exposes.

Second, a registry API crawls and indexes published catalogues across the web and returns ranked matches to natural-language discovery queries.

The system is explicitly federated. Any organization can run its own registry, and registries can reference each other without requiring a single central index that everyone depends on.

That design choice matters, since a centralized discovery layer for the entire agent ecosystem would hand enormous gatekeeping power to whoever ran it. Google built ARD to avoid being that gatekeeper itself, at least architecturally.

The launch partner list is the strongest signal of how seriously the industry is taking this. Microsoft, GitHub, Hugging Face, NVIDIA, Amazon, Cisco, Databricks, GoDaddy, Salesforce, ServiceNow, and Snowflake all contributed to the specification or shipped integrations at launch.

GitHub’s agent finder, built directly on ARD, lets Copilot dynamically discover and call MCP servers, skills, and tools at runtime rather than requiring developers to pre-install everything an agent might need.

Hugging Face wrapped its semantic search across the Hub’s Spaces, Skills, and MCP servers in the ARD envelope at launch, making thousands of existing capabilities searchable through the new standard immediately.

One sharp critique that surfaced this week: ARD only addresses discovery once an agent has decided to look.

Models trained on data with a cutoff still answer from memory before ever firing a registry query. This means a tool an agent already knows from training, even if outdated, gets recommended over a better, newer one that exists in the registry.

The spec solves the search problem. It does not yet solve the staleness problem underneath it.

Why it matters

Discovery has been the missing layer in the agent protocol stack. ARD has the launch partner list of a standard that sticks: Microsoft, NVIDIA, GitHub, Amazon, and Hugging Face all shipped integrations on day one. If it becomes the default way agents find tools across the open web, Google will have written the specification that every other AI company builds upon.

Qualcomm in Talks to Acquire Jim Keller’s Chip Startup for $10 Billion

Qualcomm is in advanced negotiations to acquire Tenstorrent, the AI accelerator startup led by silicon architect Jim Keller, at a valuation between $8 billion and $10 billion.

The reporting from The Information was independently confirmed by Reuters on June 15. Both companies declined to comment beyond Qualcomm’s standard line that it does not comment on rumors.

Tenstorrent’s last formal valuation, from a December 2024 Series D, was $2.6 billion. This means the reported price represents a three to four times step-up in under two years.

The deal is reportedly structured as a mix of cash and stock, with the talks ongoing and the final price still subject to change.

This is not an opportunistic purchase. Qualcomm CEO Cristiano Amon used his Computex 2026 keynote earlier this month to declare 2026 “the Year of Agents” and unveil Dragonfly, a new brand for the company’s data center AI inference chips, custom ASICs, and server CPUs.

Tenstorrent is the missing accelerator piece in that strategy.

Qualcomm has spent the past two years assembling the rest of the stack. It acquired Ventana Micro Systems for RISC-V server chiplet design in December 2025, and closed a $2.4 billion acquisition of Alphawave Semi for the high-speed SerDes and optical connectivity IP needed to move data across AI clusters at scale.

Those two deals bought the plumbing. Tenstorrent buys the accelerator that runs through it.

The human capital question is the part of this deal that gets the least discussed and matters most. Jim Keller’s reputation rests on Apple’s A-series chips, AMD’s Zen architecture, and Tesla’s FSD silicon, which are all landmark designs.

However, Keller joined Intel in 2018 and left in 2020 before any of that work shipped. This means his strongest results are designs that succeeded after he had already moved on to something else.

Whether milestone-based earnouts, standard in chip acquisitions like this one, are enough to keep him engaged through a full Dragonfly execution cycle is the open question.

This will determine whether Qualcomm bought a working accelerator architecture or an expensive recruiting exercise. Qualcomm outlines its full data center strategy at its Investor Day on June 24.

Why it matters

Qualcomm has spent two years and now roughly $13 billion combined buying the components of a credible AI infrastructure challenger to Nvidia and AMD. Tenstorrent is the last and most expensive piece. Whether it works depends as much on retaining the person it’s named around as on the silicon itself.

AI-Designed Vaccine Candidate Passes First Human Safety Trial

Researchers from the University of Cambridge and the University of Southampton published results this month showing that a universal coronavirus vaccine candidate, designated pEVAC-PS, passed its first Phase 1 human trial.

Thirty-nine healthy volunteers aged 18 to 50, all previously vaccinated against COVID-19, received the candidate across four escalating doses at NIHR Clinical Research Facilities in Southampton and Cambridge.

The vaccine was safe, well tolerated, and triggered immune responses against SARS-CoV-2, the original SARS virus, and related bat coronaviruses that have pandemic potential but have not yet jumped to humans. It was delivered needle-free through a microfluidic jet.

The significance is in how the antigen was built, not just what it protects against.

The vaccine’s active component, what researchers call a “super-antigen,” was designed entirely through AI and computer simulation. The system analyzed genetic data across the whole Sarbecovirus family to identify features conserved across every member rather than specific to any single strain.

Professor Jonathan Heeney of Cambridge’s Lab of Viral Zoonotics, who led the research, described the shift plainly: “We’ve converted vaccine development from being reactive to being future-proof.”

Traditional vaccine development responds to a virus after it has already emerged and started spreading. This approach is built to provide partial protection against viruses that have not crossed into humans yet, based on genetic features they share with relatives that have.

The trial result is a safety and immunogenicity milestone, not an efficacy result.

Phase 1 trials establish that something is safe and produces the intended immune response in a small group. They do not establish that it prevents disease in the real world, which requires larger Phase 2 and Phase 3 trials that have not yet started.

What makes this trial different from typical Phase 1 results is the design process behind the candidate.

This is the first time a vaccine whose active ingredient was generated end-to-end by AI and simulation, rather than by traditional wet-lab antigen design, has reached human testing at all.

The DIOSynVax platform behind it, a University of Cambridge spinout, is now positioned to apply the same AI-driven design process to other virus families with pandemic potential.

Why it matters

This is the first AI-designed vaccine antigen to reach human trials, and it passed. Pandemic preparedness has always been reactive: a new virus emerges, then the world scrambles to build a vaccine for it. An AI system that can design protection against viruses before they jump to humans, based on genetic patterns shared with relatives that already have, is a structurally different approach to a problem that has cost millions of lives in the past five years alone.

Anthropic’s Federal Disputes Reveal a Growing Regulatory Rift

This week’s Mythos and Fable shutdown is not an isolated incident.

In late February, a federal judge in San Francisco issued a preliminary order blocking a Pentagon designation that had labeled Anthropic a supply chain risk. The judge separately suspended a directive ordering federal agencies to stop using Claude entirely.

That earlier dispute began when the administration demanded unrestricted access to Anthropic’s technology and the company refused. Anthropic cited concerns that its models could be used for mass domestic surveillance or to develop weapons systems capable of operating without human control.

The administration responded by moving to eliminate Anthropic’s government contracts. Judge Rita Lin’s ruling found the government’s actions in that earlier dispute lacked statutory support.

The pattern across both incidents is the same. Anthropic builds genuinely frontier-capable models, including ones with serious offensive and defensive cybersecurity applications.

The US government’s response oscillates between wanting full access to that capability and wanting to restrict it entirely, sometimes within the same administration and the same year.

Anthropic’s public position throughout has been consistent. It supports a transparent, statutory framework for government oversight of frontier AI.

It objects specifically to ad hoc enforcement actions that arrive as a same-day phone call and a formal letter five hours later, with no advance technical specification of what threshold was crossed.

The context that makes this week’s shutdown different from February’s dispute is timing.

The executive order signed June 2 establishes voluntary federal agency reviews of frontier models before deployment. Anthropic has an active partnership with the Center for AI Standards and Innovation at Commerce specifically for this kind of pre-deployment testing.

Fable 5 and Mythos 5 went through that process and were approved for release. The export control letter arrived three days after release anyway, which means the formal pre-deployment review channel the administration itself built did not prevent this outcome.

Either the review process missed something the jailbreak later exposed, or the export control action was a separate political decision that ran ahead of or around the official process. Anthropic’s public statements lean toward the second explanation.

The administration has not offered a detailed account that resolves the question either way.

Why it matters

This is the third major confrontation between the US government and its most safety-focused frontier lab in under six months. The official pre-deployment review process that was supposed to prevent exactly this kind of surprise shutdown did not prevent it. That gap between the stated process and what actually happened is the part every other AI lab should be paying close attention to.

SpaceX Disclosures Show Valuation Rests on Future Space Compute

Buried inside the disclosures that accompanied SpaceX’s IPO is a financial breakdown that clarifies what investors actually bought at $2.1 trillion.

SpaceX’s 2025 revenue split roughly as follows: Starlink satellite internet contributed the largest share at approximately $11.4 billion, launch services contributed around $4.1 billion, and the xAI division, encompassing Grok and the broader AI compute thesis, contributed approximately $3.2 billion.

Combined 2025 revenue across the merged entity, following the February 2026 stock-swap merger that brought SpaceX and xAI under one roof at a combined $1.25 trillion valuation, landed near $18.7 billion.

At a $2.1 trillion market cap, the company is trading at roughly 112 times that combined revenue figure. This is a multiple that only makes sense if investors are pricing in the orbital data center thesis rather than the current business.

That thesis, which Musk has been articulating publicly for over a year, holds that within two to three years, compute deployed in orbit will be cheaper to run than equivalent compute on the ground.

This is because solar power in space is unfiltered by atmosphere and uninterrupted by weather or night. Additionally, heat dissipation into the vacuum of space removes the cooling cost that dominates terrestrial data center economics.

If that thesis is correct, SpaceX’s existing launch infrastructure and Starlink’s satellite constellation experience give it a structural head start. No terrestrial AI infrastructure company, however well capitalized, can replicate this without building its own launch capability from scratch.

If the thesis is wrong, or simply arrives a decade later than Musk’s stated timeline, the company is priced for a future that has not materialized.

What the IPO filing makes clear, separate from whether the orbital thesis pans out, is that xAI’s $3.2 billion in 2025 revenue is now a rounding error relative to the valuation built around it.

The market is not pricing SpaceX on current AI revenue. It is pricing SpaceX on the credibility of a roadmap, and on Musk’s track record of executing roadmaps that sounded implausible when he first described them.

This is a different kind of bet than the Anthropic or OpenAI IPOs represent, where the valuation is built on disclosed, compounding enterprise revenue that already exists.

SpaceX investors are buying a story about 2029. Anthropic and OpenAI investors, when those listings land later this year, will be buying numbers from 2026.

Why it matters

SpaceX’s $2.1 trillion valuation is built overwhelmingly on a bet that has not happened yet: orbital AI compute undercutting ground-based data centres. The current AI revenue inside the company is small relative to the valuation. Whether that bet pays off will be one of the defining questions for AI infrastructure economics over the next three years.

It was Tim Cook’s final keynote as CEO before handing over to John Ternus on September 1. It was Apple’s most direct attempt yet to answer two years of criticism that it had missed the AI moment.

The centrepiece: Siri AI. A complete rebuild of the assistant Apple has been apologising for since iOS 18.

Built on Apple’s own Foundation Models and supplemented by Google’s Gemini for queries requiring broader knowledge, the new Siri operates at the operating system level, with real-time access to Messages, Mail, Photos, Calendar, and on-screen content simultaneously, without switching apps.

Demos showed it surfacing a specific photo without opening Photos, building a multi-stop navigation route from an image in a conversation, and replying to an email in the sender’s own tone.

The Snow Leopard framing. iOS 27 is positioned as a release that fixes underlying machinery. App launches are up to 30 percent faster. Photo processing is up to 70 percent quicker. The design language has been revised again after Liquid Glass in iOS 26 drew mixed responses.

Craig Federighi’s private technical briefing after the keynote offered one revealing detail. Apple’s approach to agentic AI remains “highly structured and deterministic,” and Federighi described long-horizon autonomous tasks as “an exciting experiment” rather than something Apple is ready to ship at scale.

Did Apple catch up. Partially. The new Siri is genuinely better and the OS-level integration is real capability, not demo magic.

That sentence captures something real about OpenAI’s relationship with financial disclosure norms. The company is preparing to be a public company while making clear it would rather control the narrative than let the SEC process do it.

The filing came exactly one week after Anthropic filed confidentially on June 1, and days before SpaceX is set to begin trading, creating what Bloomberg has described as a $3.6 trillion AI-related IPO pipeline moving simultaneously.

The financials. OpenAI is valued at $852 billion, reported more than $20 billion in annual recurring revenue for 2025, and has tripled its revenue figures each year since 2023.

Internal documents suggest management is projecting a $14 billion loss in 2026. The company does not expect to be profitable until 2029.

Goldman Sachs and Morgan Stanley are leading the offering. A September to November 2026 window is the current target, though OpenAI itself stressed that timing is undecided.

The competitive framing. OpenAI and Anthropic filing confidential S-1s within a week of each other turns the AI lab race into a public market horse race. Every quarter after listing, the two companies will disclose revenue, margins, and growth rates in direct comparison.

Anthropic goes into listing with $47 billion in annualised revenue, improving margins, and a narrative of compounding growth. OpenAI goes in with larger absolute scale, a $14 billion projected loss, and a monetisation timeline that asks investors to be patient.

Codex Hit 5 Million Weekly Users. OpenAI Bought A Startup To Keep It Running After You Close Your Laptop.

OpenAI disclosed on June 11 that Codex now has more than 5 million weekly active users, up 400 percent from earlier this year. The same announcement introduced the acquisition of Ona, a Kiel-based startup formerly known as Gitpod that builds persistent cloud environments for AI agents.

The timing is not coincidental. The tool that launched as a developer coding assistant is increasingly being used for tasks that unfold over hours or days rather than minutes: modernising entire codebases, patching a class of vulnerabilities across a repository, or automating multi-step business workflows.

Tasks of that length need somewhere to keep running after the developer closes the laptop. Ona provides exactly that.

What Ona brings. Secure, pre-configured cloud environments stocked with the tools, systems, and context required to complete extended work.

A Codex agent running inside an Ona environment can continue executing across sessions, pick up where it left off, and deliver results when the work is done rather than requiring the user to stay connected throughout.

Ona has supported around 2 million developers with cloud workspaces. Its enterprise agent usage grew 13-fold in 2026, with clients including major banks, pharmaceutical companies, and sovereign wealth funds. CEO Johannes Landgraf and the full team will join OpenAI’s Codex group after closing.

Who is actually using Codex. Knowledge workers now account for roughly 20 percent of Codex’s user base and are growing at three times the rate of developers.

The product OpenAI launched for software engineers is being adopted by people who have never written a line of code, using it to build internal tools, automate reporting, and delegate multi-step work to an agent.

Why it matters

The coding agent race is moving from “who writes the best code” to “who can run reliably in production for the longest time.” OpenAI just bought the answer to that question.

The IPO Race Is Now A Three-Way Sprint. The Combined Valuation Is $3.6 Trillion.

Anthropic filed its confidential S-1 on June 1. OpenAI filed on June 8. SpaceX began its IPO roadshow this week, pitching itself to institutional investors at a valuation near $1.75 trillion, having already raised commitments including a reported $5 billion from Saudi Arabia’s Public Investment Fund.

The cluster framing. SpaceX is framing itself as an AI-enabled space infrastructure company, not just a rocket business. Starlink, the xAI division housing Grok, and the orbital data center thesis Musk has articulated are the AI-adjacent angles it is pitching to investors.

Anthropic and OpenAI are pure AI plays at $965 billion and $852 billion respectively, both carrying the same pitch: frontier model leadership translating into compounding enterprise revenue.

Anthropic has the cleaner financial story with better margins. OpenAI has larger absolute scale and larger projected losses.

The banks have a new problem. Goldman Sachs and Morgan Stanley are leading the OpenAI offering. Goldman is also involved with Anthropic. The conflict management alone will generate legal commentary for months.

What matters for the broader market is what these listings reveal about AI economics that private valuations have kept hidden. Codex Sites Turned Non-Coders Into App Builders. 20% Of Codex Users Have Never Written A Line.

Codex Sites, launched June 2, lets users describe an internal tool in plain English and receive a live, hosted web application with a shareable URL, built and deployed on OpenAI’s infrastructure, with workspace authentication built in. No deploy pipeline, no hosting account, no DevOps ticket.

The use cases OpenAI highlighted at launch, dashboards, planners, review workspaces, project boards, launch trackers, are all internal tools, not public websites.

The product is not competing with Squarespace or Webflow. It is competing with the backlog of internal apps every company needs and no engineering team ever has time to build.

The 20% figure. At 5 million weekly Codex users, that is roughly 1 million people using an AI coding agent who are not software developers. They are analysts, marketers, finance professionals, operations managers, and product managers who have discovered that describing what they want produces something they can use.

The knowledge worker segment is growing at three times the rate of the developer segment. Sites is designed for that cohort. It removes the final step that required any technical knowledge, which was deploying the thing Codex built.

The caveat the launch coverage missed. Codex Sites is currently a preview available only to ChatGPT Business and Enterprise workspaces. Individual Plus and Pro subscribers do not have access yet.

Teams on Business and Enterprise plans report that the build-and-deploy workflow works as described for low-complexity tools. More complex applications with multiple data sources and conditional logic require refinement cycles that currently need some technical input.

Why it matters

One million non-developers are already using an AI coding agent weekly. Codex Sites removes the last deployment barrier for the tools they build.

The internal tooling market, where every company has a backlog of needed apps that never get built, is now accessible to people who cannot write code.

Musk Lost His Lawsuit Against OpenAI. The Jury Deliberated For Under Two Hours.

On May 18, a California jury unanimously dismissed Elon Musk’s lawsuit against OpenAI and Sam Altman on the grounds that Musk had waited too long to file.

The nine-person jury found that Musk missed the three-year statute of limitations window. Judge Yvonne Gonzalez Rogers accepted the verdict and dismissed all claims, including those against Microsoft. The deliberation took less than two hours.

The verdict lands in this issue because its consequences became fully visible this week. OpenAI filed its S-1 two weeks after the case was dismissed, a sequence that the company’s IPO counsel almost certainly had in mind when planning the listing timeline. A pending lawsuit seeking $150 billion in damages from the company going public would have complicated the filing considerably.

The case. It had been building since 2024, when Musk sued, alleging that OpenAI betrayed its founding nonprofit mission by transitioning to a for-profit structure.

OpenAI’s defence was that the mission was always to develop safe AI for humanity’s benefit, not to remain a nonprofit indefinitely, and that the for-profit conversion serves that mission.

The jury did not rule on the substance of that argument. It found the claims time-barred, meaning Musk filed too late regardless of whether the underlying facts supported his case. He has said he will appeal.

The sequence. Musk filed the lawsuit, the case went to trial, the jury dismissed it in under two hours, and two weeks later OpenAI filed for IPO. That timeline is not accidental.

The lawsuit was one of the significant governance and legal clouds over OpenAI’s for-profit conversion. Its dismissal removed the most visible legal obstacle to the listing.

Why it matters

Appeals run on different timelines than IPO windows, and OpenAI is moving on a timeline that appears designed to list before that process resolves.

Apple Is Paying Google $1 Billion A Year For Siri. The Price Tells You How The Frontier Model Market Actually Works.

Apple is paying Google approximately $1 billion annually to use a custom 1.2 trillion parameter Gemini model as the knowledge layer for the new Siri AI.

That figure, reported in the lead-up to WWDC, is the most concrete published price for frontier model API access between two major technology companies and the only comparable data point for what a two-billion-device deployment of a frontier model costs at the infrastructure level.

For reference: Google’s existing search default deal with Apple has been estimated at $20 billion annually. The Gemini AI integration is being added at roughly 5 percent of that cost.

The architecture. Siri AI runs Apple’s own Foundation Models on-device for tasks that do not require external knowledge, privacy-sensitive actions, and low-latency responses.

Gemini is called only when the query requires broader factual knowledge, and the call is routed through Apple’s Private Cloud Compute infrastructure, which Apple says means Google does not receive the query content.

Whether that privacy architecture holds up to independent scrutiny has not yet been established.

What the price reveals. Google built a 1.2 trillion parameter custom model, deployed it to serve Apple’s integration, and is receiving $1 billion a year for that service. That is not a standard API pricing arrangement.

It is a bilateral infrastructure deal between two of the largest technology companies in the world, negotiated at the board level, with a custom model built for a specific partner.

The model API market at the very top of capability has two tiers: the standard developer API that any team can access, and the hyperscale bilateral deal where companies of Apple’s size get custom models and bespoke infrastructure. The $1 billion number marks where that second tier begins.

Why it matters

It tells AI infrastructure buyers what it costs to build Siri-scale AI without a frontier model of your own. It also confirms that Google has won the first major non-Google consumer AI integration at the operating system level.

NVIDIA’s Cosmos 3 Arrived Quietly. It Is The Most Capable Physical AI Model Ever Built.

Alongside the Nemotron 3 Ultra announcement at Computex last week, NVIDIA released Cosmos 3, the third generation of its physical AI world model.

Cosmos 3 processes language, images, video, audio, and action signals simultaneously and generates physically plausible predictions about how objects, bodies, and environments behave. It is the foundation model for robotics, autonomous vehicles, manufacturing simulation, and any AI system that needs to understand the physical world rather than just text and images.

Where the practical impact lands. Cosmos 3 can model how a robotic hand should grasp an irregular object it has never encountered, predict the physical consequences of a movement before executing it, and generate synthetic training data for physical tasks at a quality level that reduces the amount of real-world data collection required.

That last capability is the one that changes economics. Collecting real-world physical training data for robots is slow, expensive, and does not scale. Generating it synthetically at Cosmos 3 quality can accelerate robotics development timelines by a significant factor.

The strategic play. NVIDIA’s strategy with Cosmos is straightforward. Make the physical AI development infrastructure dependent on NVIDIA hardware by building the most capable physical world model and releasing it as open infrastructure.

The same logic that drives the Nemotron open-weight model strategy drives Cosmos. Developers who build on NVIDIA’s AI models run on NVIDIA’s chips.

Boston Dynamics, Figure AI, and Waymo have confirmed adoption, most of the robotics and autonomous vehicle sector’s leading names in a single list of early adopters.

Why it matters

The companies building robots and autonomous systems that adopt Cosmos 3 are also locking in to NVIDIA’s infrastructure stack. That is the strategic play, and it appears to be working.

The Data Center Resource War Just Reached Congress. Water, Power, And Land Are All On The Table.

Congressional hearings on AI data center resource consumption ran this week, covering water use, power demand, cooling infrastructure, land acquisition, and community impact.

The proximate trigger was the SoftBank $87 billion France commitment and the $725 billion combined hyperscaler infrastructure spend disclosed last week, which made the resource arithmetic impossible to avoid.

A medium-scale AI data center campus consumes water at the rate of a small town for cooling. Power demand figures disclosed in the hearings indicate that the planned AI data center buildout in the United States alone would require adding the equivalent of several major power plants of new generation capacity by 2028, in regions that are already operating near grid capacity.

The water question. Large language model inference at scale requires significant liquid cooling, and the water used in that cooling is not always returned to the source at the same temperature or in the same condition.

Several data center facilities in water-stressed regions of the southwestern United States have faced community opposition on these grounds in 2026.

The hearings documented that neither federal nor state regulatory frameworks require AI data center operators to disclose water consumption figures, which means there is no public baseline against which to measure the impact of the buildout currently underway. The committee asked NVIDIA, Microsoft, and Google for voluntary disclosure of water usage data within 30 days.

The companies’ defence. Data centers have consumed significant power and water for decades.

The counterargument, which the committee chairs made repeatedly, is that the rate of growth is categorically different. A data center built for traditional cloud workloads at 10 kilowatts per rack and one built for AI training at 140 kilowatts per rack are the same category of building with a 14x difference in resource intensity. The regulatory frameworks were written for the former. The latter is being deployed under the same rules.

Why it matters

Water consumption is undisclosed. Power demand is outpacing grid capacity. Congress is asking for voluntary disclosure. The companies are resisting. Legislation is the likely outcome.

Bezos Just Opened Up About Prometheus. A $12 Billion AI Bet Almost Nobody Knew Existed.

Jeff Bezos gave his first detailed public comments this week about Prometheus AI, the AI research lab he has been funding since early 2025, which has now raised over $12 billion at a valuation that makes it the fourth most valuable AI lab in the world after Anthropic, OpenAI, and xAI.

Bezos declined to name the research leads or the number of employees, saying only that the organisation is “smaller than you’d expect and more focused than you’d believe.” The compute infrastructure is reportedly split between AWS’s proprietary Trainium chips and a dedicated cluster of Nvidia hardware.

Why this matters beyond the headline number. Prometheus has been largely absent from the AI coverage that has dominated the past 18 months.

That means its development trajectory has not been shaped by public benchmarking pressure, investor narrative demands, or the model race dynamics that have pushed every other major lab toward increasingly similar product architectures.

SoftBank Just Made The Biggest AI Bet In European History. France Won It On Nuclear Power.

On May 31, SoftBank announced it would invest up to €75 billion ($87 billion) to build 5 gigawatts of AI data center capacity across France, the largest single-country AI infrastructure commitment in European history.

The first phase is €45 billion for 3.1 gigawatts in Hauts-de-France by 2031, with sites confirmed at Dunkirk, Bosquel, and Bouchain.

Masayoshi Son and President Emmanuel Macron formalised the commitment at the Choose France Summit on June 2. EDF and Schneider Electric are named as infrastructure partners.

SoftBank shares jumped 14 percent on Monday and are up over 70 percent this year.

Why France won? France draws approximately 70 percent of its electricity from nuclear reactors, is the world’s largest net electricity exporter, and posts industrial power prices well under half those in the UK.

The decommissioned coal plant at Bouchain is being transferred to SoftBank and repurposed as a data center, eliminating the construction timeline for one site.

AI data centers require 80 to 140 kilowatts per rack. The constraint blocking European AI investment is not land, talent, or capital. It is electricity, and France has a sustainable solution for it.

The bigger bet. Macron has argued for two years that Europe must build its own AI infrastructure or cede the market to the US and China.

SoftBank’s commitment, structured around French nuclear power and French engineering talent, is the largest single validation of that argument to date. Son told reporters he expects the figure to grow further.

SoftBank has ploughed more than $30 billion into OpenAI, with investment gains totalling $45 billion in the year ended March. The France commitment is a bet on the infrastructure underpinning the same AI wave his OpenAI stake is riding.

Microsoft Build Turned Windows Into An Agent OS. Every App Is Now A Potential Agent.

The biggest announcement was a platform designation. Windows Agent Framework reached production status, introducing a system-level agent runtime that lets applications expose their capabilities to each other through a shared manifest.

A user can ask Copilot to “schedule a meeting and send the agenda from yesterday’s Excel file,” and Windows orchestrates Outlook, Excel, and Teams agents in sequence, without the user touching a single app.

Microsoft repositioned Windows as a runtime for AI agents doing work on behalf of users, not a desktop for users running applications.

The supporting announcements. MAI is a new family of seven in-house models optimised for device and enterprise workloads, reducing dependency on OpenAI and Anthropic for lower-stakes tasks.

Copilot was rebuilt as a multi-model platform routing work across OpenAI, Anthropic, and open-source models depending on the task.

Windows 365 for Agents extends the runtime to cloud PCs. Microsoft Execution Containers provide OS-level sandboxing for agents that interact with sensitive data. The Intelligent Terminal brings agent-assisted shell commands to the command line.

The pricing tension. GitHub Copilot’s new AI Credits billing model, metering agent sessions at $0.01 per credit, drew immediate backlash from developers reporting rapid credit consumption on routine tasks.

The agent-first keynote vision and the frustrated developers watching their credit statements are looking at the same product from different angles.

Why it matters

Microsoft shipped an agent runtime to a billion Windows devices this week. No other agent platform has that distribution from day one. Whether developers build on it depends on whether the APIs are compelling and whether the pricing model earns trust back after a rough launch week.

NVIDIA Just Shipped The Strongest US Open-Weight Model Ever. China Is Still Ahead.

Jensen Huang announced Nemotron 3 Ultra at his Computex keynote on June 1. The weights went live on Hugging Face on June 4.

The model has 550 billion total parameters with 55 billion active per forward pass, using a hybrid Mamba-Transformer Mixture-of-Experts architecture that trades raw parameter count for inference speed.

On the Artificial Analysis Intelligence Index, Nemotron 3 Ultra scores 48, the highest-scoring US-origin open-weight model ever released.

It delivers over 300 output tokens per second on NVIDIA hardware, three to six times faster than DeepSeek V4 Pro and Kimi K2.6 through their commercial APIs.

It is available under the Linux Foundation’s permissive OpenMDW-1.1 licence. NVIDIA released the weights, training data, and full recipes.

The gap to China. Kimi K2.6 scores 54 on the same Intelligence Index, six points ahead. DeepSeek V4 Pro is in a similar range.

Both Chinese models trail Nemotron 3 Ultra on throughput, which matters in production systems where inference costs compound across millions of daily requests.

But on raw reasoning quality, the US open-weight frontier is behind. Nemotron 3 Ultra is the best US open model. It is not the best open model.

The early adopters. Accenture, CrowdStrike, Palantir, and Perplexity confirmed at launch.

Pricing on DeepInfra’s pre-release endpoint was indexed at $0.37 per million input tokens and $1.08 per million output, significantly below the major closed frontier models.

The core mechanism that drew immediate attention: a three-year preemption of all state AI development laws.

States would retain the ability to regulate how AI systems are deployed within their borders, but would lose the power to legislate how those systems are built. Colorado’s algorithmic discrimination law, the first state AI law the DOJ challenged in federal court, is the direct target.

The obligations on frontier developers. Anthropic, OpenAI, xAI, and Google DeepMind would be required to publish and follow plans for addressing catastrophic risks, submit to semi-annual third-party audits, and report critical safety incidents to the government.

A Center for AI Standards and Innovation would receive $100 million per fiscal year in authorised funding.

The Census Bureau and Bureau of Labor Statistics would be directed to revise federal surveys to capture AI adoption data, giving visibility into displacement effects that currently exist only in patchwork industry surveys.

The reception. Sharply divided.

Labour unions, consumer advocates, and a formal House Democratic commission issued near-universal rejection within hours, arguing that a three-year freeze on state consumer protections is a giveaway to the industry the bill claims to regulate.

The draft is a discussion document. It has no Senate co-sponsors and faces a contested path to passage. What it does have is bipartisan House support and a regulatory vacuum every major AI company has been operating inside for three years.

Why it matters

This is the first serious bipartisan federal AI governance proposal in US history. Whether it passes or not, it defines the terms of the US federal AI governance debate for the next two years.

OpenAI Just Went Fully Live On AWS. Voice AI Is Now A Production API.

OpenAI’s models reached general availability on Amazon Bedrock this week, completing the transition that began when the Microsoft exclusivity ended in late April.

GPT-5.5, GPT-5.4, and Codex are now accessible to any AWS customer through Bedrock at standard API pricing with no additional distribution markup.

The product is called Amazon Bedrock Managed Agents powered by OpenAI, pairing OpenAI’s models with AWS’s agent infrastructure including persistent memory, Lambda integration, and the full range of AWS data services.

AWS now carries OpenAI, Anthropic’s Claude family, and Meta’s Llama models under the same platform.

Voice goes GA. The GPT-Realtime-2 API and the broader voice suite moved from beta to general availability in the same week.

That covers three products: real-time voice agents for multi-turn spoken conversations at production latency, real-time bidirectional translation, and streaming transcription via an updated Whisper model.

Uber is already running two production deployments, a driver coaching tool and a voice-based ride-booking experience, currently live with hundreds of thousands of US drivers.

The combined effect. The two largest deployment gaps for OpenAI’s commercial models, the inability to run them on AWS and the lack of production-grade voice APIs, closed in the same week.

Enterprise customers who had held off because of AWS dependency, or who had been waiting for stable voice capabilities, lost both reasons for delay simultaneously.

Trump Signed An AI Executive Order. Two Days Later, Congress Tried To Make It Irrelevant.

On June 2, President Trump signed an executive order establishing voluntary federal agency reviews of new frontier AI models before deployment in government systems.

The order directs federal agencies to request early access to new frontier models for safety assessment, creates an interagency coordination process for AI procurement standards, and establishes reporting requirements for agencies using AI in high-stakes decisions.

It is voluntary in that it does not impose mandatory safety requirements on private companies, only on federal agency procurement.

The order arrived three weeks after a previous AI executive order was cancelled hours before signing because Trump said he “didn’t like aspects of it.”

The Congressional response. Two days later, the Great American AI Act dropped from the House.

The bill calls for codifying the Center for AI Standards and Innovation, a body the executive order references but does not permanently establish. It would also impose mandatory rather than voluntary safety requirements on frontier developers.

The administration’s preference is voluntary. Congress’s draft is mandatory. That tension will shape negotiations if the bill advances.

The broader picture. US AI governance this week is the most active it has been since the Biden executive order in October 2023.

A signed executive order, a bipartisan House draft, active DOJ litigation against state AI laws, and a White House that cancelled one executive order and signed a revised version in three weeks all signal that federal AI governance has moved from speeches to actual lawmaking.

Why it matters

What gets enacted from here will define the operating environment for AI companies in the US for the next decade.

GitHub Copilot Switched To Token Billing. Developers Are Watching Their Credits Disappear.

GitHub rolled out AI Credits billing for Copilot this week, moving from flat-subscription to usage-based pricing.

One credit costs $0.01. Inline code completions remain free. Agent sessions, multi-file edits, and complex reasoning tasks are now metered.

The change landed without the fanfare typically attached to product launches, appearing first as a billing update in GitHub settings before Microsoft acknowledged it publicly.

Developer reaction was swift and negative. Threads across GitHub Discussions, Hacker News, and Reddit documented unexpected credit depletion on routine tasks, with some users reporting their monthly allocation exhausted in under a week.

The commercial logic. Agent sessions and complex reasoning consume significantly more compute than inline completions.

Token-based billing aligns cost with actual consumption and gives enterprise buyers a pricing model they can forecast.

What the documentation did not make clear was how quickly agent tasks accumulate credits in practice. Developers using Copilot for multi-file refactors, test generation, and documentation updates discovered the new model by watching their credits disappear.

xAI launched Grok Build in beta this week, a terminal-based coding agent built on Grok 4.3 with headless CI scripting support and Agent Client Protocol integration.

The interface is a terminal TUI rather than a browser-based product, targeting developers who live in the command line.

Grok Build can run multi-step coding tasks, execute shell commands, manage files, and trigger CI pipelines without a GUI layer. ACP support means it can communicate with other agents in a multi-agent workflow.

The market it’s entering. Two established competitors are already running.

Claude Code from Anthropic has $2.5 billion in annualised revenue and a strong reputation for complex multi-file tasks. Codex from OpenAI, running on GPT-5.5, leads on Terminal-Bench 2.0 and agentic computer use benchmarks.

The terminal-native approach is a genuine differentiator from both competitors, which rely more heavily on IDE integrations and browser-based interfaces.

The unknowns. Grok 4.3’s benchmark position relative to Claude Opus 4.8 and GPT-5.5 has not been independently verified at scale.

xAI has not published a comprehensive evaluation against the coding benchmarks that define the competitive landscape.

Why it matters

The coding agent market has a third serious entrant. Terminal-native with CI integration is a real differentiator.

Whether it matters depends on how Grok 4.3 benchmarks against its competitors on the tasks developers actually run.

The Pentagon Just Signed A $422 Million Deal Built On Microsoft’s Agent Platform.

The Department of Defense announced a $422 million enterprise software contract built on Microsoft’s Azure Agent Mesh platform this week, the largest confirmed agentic AI deployment contract in US federal government history.

The deal covers a multi-year rollout of autonomous workflow agents across defence enterprise systems, with Azure Agent Mesh handling orchestration, memory, and tool use across Microsoft 365, Azure, and existing DoD data infrastructure.

The specific agencies and use cases are classified.

The timing. The contract was signed the same week as Build 2026, where Microsoft positioned Azure Agent Mesh as the enterprise orchestration layer for the agent-first computing vision.

A $422 million federal contract is the largest public validation of that vision outside the commercial enterprise market.

Microsoft’s position as the primary federal cloud provider, combined with the new OpenAI multi-cloud arrangement, means the DoD can now access both OpenAI’s models and Anthropic’s Claude through Microsoft’s infrastructure under a single procurement framework.

The bigger picture. The $422 million is a single contract, not total projected spend on agentic AI across the department.

The DoD’s AI adoption has been accelerating since the White House approved $9 billion for intelligence agency AI chips last week. The two procurements in two weeks are the most concrete evidence yet that US national security has moved past evaluation and into deployment.

Why it matters

That procurement signal will accelerate commercial enterprise adoption in regulated industries that treat DoD standards as a reference point.

Kimi K2.6 Is The Strongest Open-Weight Model In The World. Almost Nobody In The West Is Talking About It.

Moonshot AI’s Kimi K2.6, referenced in NVIDIA’s own Nemotron 3 Ultra benchmarking as the current leader, sits at 54 on the Artificial Analysis Intelligence Index, six points above the best US open-weight model at launch.

It is a Mixture-of-Experts architecture with 1 trillion total parameters and 32 billion active per token.

It runs at 50 to 100 tokens per second, three to six times slower than Nemotron 3 Ultra on NVIDIA hardware, but fast enough for most enterprise production use cases.

Its MIT licence permits commercial use. Its benchmark performance on reasoning, coding, and science tasks places it above every publicly available US open-weight model.

The pattern. Chinese open-weight models tend to receive significant attention at launch and then recede from the mainstream AI news cycle, despite remaining at or near the top of open-weight benchmarks.

Kimi K2.6 is the current example. DeepSeek V4 Pro, which launched in April and was covered in Issue 003, is in a similar position: technically competitive, widely benchmarked, used by a significant developer community, but rarely discussed alongside Anthropic or OpenAI in enterprise conversations.

Why the gap exists. The distance between benchmark performance and enterprise adoption for Chinese open-weight models comes down to trust, compliance, and data residency.

Enterprise legal and security teams will not run sensitive workloads on models from Chinese labs regardless of benchmark position, and that constraint will not change in the current geopolitical environment.

NVIDIA’s framing of Nemotron 3 Ultra as “America’s answer” to Chinese open-weight AI is accurate, even if the answer does not yet match the problem.

Why it matters

The strongest open-weight model in the world right now is Chinese. Most Western enterprise buyers cannot use it.

That gap, between what is technically best and what is commercially deployable, is the central tension in the open-weight AI market. It is not getting narrower.

Anthropic Hit $965 Billion. The October IPO Is Now A Question Of When, Not If.

On May 28, Anthropic closed a $65 billion Series H at a post-money valuation of $965 billion, passing OpenAI’s $852 billion mark for the first time.

The round was led by Altimeter, Dragoneer, Greenoaks, and Sequoia, with participation from D.E. Shaw, Blackstone, and DST Global.

The figure includes $15 billion of previously committed hyperscaler investment, including $5 billion from Amazon. The round moved from first investor conversations in late April to close in under five weeks.

The revenue picture. Anthropic reported a $47 billion revenue run rate on Thursday, up from $9 billion annualised at the end of 2025 and $30 billion in April.

Gross margins moved from 38 percent a year ago to over 70 percent. Eight of the Fortune 10 are active clients. Over 1,000 enterprise accounts exceed $1 million in annual spend.

The raise is structured to prepay for compute ahead of a planned IPO.

The IPO timeline. Multiple banks are in preliminary discussions. Bloomberg reports a listing could arrive as early as October 2026.

The valuation trajectory shows how fast that window is closing: $380 billion in February, $900 billion in May, $965 billion post-round on May 28.

An October listing at these levels would be the largest technology IPO since at least 2014.

Why it matters

Anthropic tripled its valuation in three months on revenue that tripled in the same period. That is not valuation inflation. That is a business compounding faster than almost anything in software history.

Project Glasswing Found 23,000 Vulnerabilities. Less Than 1% Are Patched.

Anthropic published its first monthly report for Project Glasswing on May 22.

The initiative, powered by the unreleased Claude Mythos Preview model, has helped partners identify over 10,000 high- and critical-severity software vulnerabilities in one month.

The fuller picture: Mythos scanned over 1,000 open-source projects and flagged 23,019 vulnerabilities. Of those, 6,202 were estimated to have high or critical severity.

Independent security firms checked a 1,752-finding sample and confirmed 90.6% were real bugs.

Cloudflare found 2,000 bugs, 400 of them high or critical. Mozilla found and fixed 271 vulnerabilities in Firefox, 10 times more than it found using an older Claude model.

The capability picture. Palo Alto Networks said Mythos accomplished the equivalent of a year of pentesting in under three weeks, and noted impressive vulnerability-chaining — combining medium- and low-severity issues into critical exploits.

One wolfSSL flaw, CVE-2026-5194, would have let attackers forge TLS certificates across billions of IoT and industrial devices. A banking partner stopped a $1.5 million fraudulent wire transfer mid-execution.

Microsoft said patch releases will “continue trending larger for some time,” citing Mythos discoveries in part.

The number that should worry security teams. Less than 1% of the vulnerabilities Mythos found have been patched.

A model that finds bugs faster than human teams can respond has produced an enormous backlog of known vulnerabilities that bad actors could also find if they run a comparable model.

Anthropic plans to expand Glasswing with US and allied government partners, and intends to make Mythos-class models generally available once stronger safeguards exist. The patching problem needs to be solved first.

Why it matters

Finding 23,000 vulnerabilities is extraordinary. Patching less than 1% is dangerous. AI can discover bugs at a scale humans cannot match. The rest of the security process, triage, remediation, and disclosure, was not built for this pace.

The Pope Wrote The First Encyclical On AI. An Anthropic Co-Founder Spoke At The Vatican.

On May 25, Pope Leo XIV released Magnifica Humanitas, the first encyclical of his papacy and the first major papal document ever written specifically about artificial intelligence.

The title translates as “Magnificent Humanity.” The Pope signed it on May 15, the 135th anniversary of Rerum Novarum, the encyclical Leo XIII wrote about industrial-era workers in 1891.

The New York Times reported on May 23 that the White House has approved a secret $9 billion request to acquire frontier AI chips for US intelligence agencies.

New AI models use more compute than even most technology experts anticipated a year or two ago. That fuelled concerns in the White House and Congress that a chip shortage was causing intelligence agencies to fall behind on top-secret AI work.

The $9 billion is intended in part to boost the infrastructure that can support Nvidia’s Grace Blackwell superchip. Congress still must approve the funding, but the administration is reprogramming $800 million for faster acquisition of compute capacity.

The infrastructure picture. The agencies primarily run classified AI models on Amazon Web Services. Amazon announced a $50 billion effort last year to upgrade its government cloud services.

The capability gap is not primarily a model gap but an infrastructure gap. The agencies have access to commercial frontier models. What they lack is dedicated compute to run them at top-secret scale and access controls.

The $9 billion is buying dedicated capacity, not new model capability.

The cancelled order. On Thursday, the White House abruptly cancelled a signing ceremony for a new executive order on artificial intelligence hours before it was scheduled to begin.

The domestic ecosystem. Huawei’s Ascend 910C and 910D have been deployed at scale. DeepSeek’s V4 model, covered two issues ago, was trained and deployed entirely on domestic silicon.

The performance gap between Huawei’s best chips and Nvidia’s current generation remains significant on raw benchmarks. But for government workloads, which tend to be inference-heavy rather than training-heavy, the gap is narrower and running entirely on domestic hardware is feasible.

The company’s Helix-02-powered humanoid robots began a livestreamed package-sorting run at their San Jose warehouse on May 13.

By the time the run passed 24 hours, 3 million people were watching on X, naming the robots and posting updates like a reality show. A fourth robot, Rose, joined mid-run.

Final numbers: four robots sorted 88,000 packages in 72 hours with zero reported failures. The pace was roughly one package every three seconds, matching human warehouse worker averages.

The technical claims. They hold up with caveats.

The robots detect barcodes using onboard cameras, pick packages, and place them barcode-face-down onto a conveyor belt. Everything runs through Helix-02 onboard, with no teleoperation.

Observers noted visible errors: packages placed barcode-up, one knocked off a belt.

CEO Brett Adcock said it directly: “F.03 is now around human parity.” Not better. Parity.

The honest data point. A human vs. robot test during the stream gave the most useful number of the week.

OpenAI’s custom AI chip program, codenamed Project Titan, entered production at Samsung this week.

The chip is co-developed with Broadcom, manufactured on TSMC’s 3nm process, and uses Samsung’s HBM4 memory under an exclusive supply agreement.

The first-generation chip is an inference accelerator, designed to run AI models at scale rather than train new ones.

The milestone matters because OpenAI has relied on NVIDIA for almost all its compute since its founding. Every ChatGPT inference call, every API response, runs on NVIDIA hardware. Project Titan begins changing that.

The economics. OpenAI’s inference costs for reasoning models are one of the largest constraints on its business model.

Reasoning models use substantially more compute per query than standard language models.

A custom inference chip optimised for OpenAI’s architectures can, in principle, cut those costs by 40 to 50 percent versus general-purpose NVIDIA GPUs.

Microsoft Is Spending $190 Billion On AI Infrastructure This Year. It Still Isn’t Enough.

Microsoft CFO Amy Hood disclosed this week that 2026 capex has been revised upward to $190 billion, against an average analyst forecast of $152 billion.

The $38 billion revision is driven mainly by surging prices for memory chips, storage, and GPU substrates, which Hood said accounted for $25 billion alone.

Despite spending at a pace unimaginable three years ago, Hood told investors Microsoft expects to remain capacity-constrained on GPUs, CPUs, and storage through at least the end of 2026.

The company currently has more contracted AI revenue than it can physically serve.

The revenue picture. Microsoft’s commercial remaining performance obligations have surged to roughly $625 billion. That’s contracted future revenue, not speculative pipeline.

Microsoft’s cloud and AI services are sold out. The constraint on revenue recognition isn’t demand. It’s physical infrastructure.

Every gigawatt of power Microsoft brings online converts directly into revenue it cannot currently book.

AI data centers require 80 to 140 kilowatts per rack versus 5 to 15 for traditional servers, meaning power, cooling, and construction costs are all significantly higher per unit of compute than historical norms.

Why it matters

Microsoft is spending $190 billion this year and still can’t serve all its contracted demand. That isn’t a bubble. It’s supply constrained by physical reality. The buildout is real, the demand is real, and the constraint is how fast the world can manufacture the components.

On May 11, OpenAI launched the OpenAI Deployment Company, a majority-owned subsidiary backed by more than $4 billion from 19 investment firms, consultancies, and systems integrators.

TPG leads the partnership, alongside firms including Advent, Bain Capital, Brookfield, Goldman Sachs, SoftBank, Capgemini, and McKinsey.

The company is also acquiring AI consulting firm Tomoro, bringing roughly 150 Forward Deployed Engineers into the business immediately.

Those engineers work directly inside client organisations.

Not as support staff. Not as account managers. Their job is to rebuild workflows around AI systems and turn pilot projects into systems companies actually use every day.

Tomoro’s existing clients include Tesco, Virgin Atlantic, Red Bull, and Mattel.

This launch makes more sense when you look at what OpenAI has been struggling with internally.

Earlier this year, OpenAI chief revenue officer Denise Dresser reportedly told staff that Anthropic’s enterprise momentum should serve as a “wake-up call.” She also said OpenAI’s Microsoft exclusivity had limited the company’s ability to reach customers inside the infrastructure environments they already used.

Google’s Threat Intelligence Group published a report this week describing something security researchers have been anticipating for years.

A criminal actor used AI assistance to help identify and weaponise a zero-day exploit intended for a planned mass attack.

Google says the exploit targeted a widely used open-source web administration tool and was implemented in a Python script capable of bypassing two-factor authentication.

The company worked with the affected vendor before the attack was launched publicly and patched the vulnerability in advance.

Google did not identify the actor involved or the software affected.

The important part is how the exploit was apparently built.

According to Google’s assessment, the code shows strong signs of LLM assistance in how it was written and packaged.

This was not an autonomous system running attacks on its own.

A human threat actor still directed the process.

But AI clearly sped up the discovery and assembly of the exploit in a way that reduces the time and skill normally needed.

Defenders are already using AI for the same reason attackers are: speed.

Google’s broader report describes a growing ecosystem of AI-assisted cyber activity.

State-linked actors from China and North Korea are reportedly using AI for vulnerability discovery and malware development. Russia-linked groups have started embedding AI-generated obfuscation into Android malware workflows.

The EU Quietly Delayed Its Most Important AI Deadlines.

The European Parliament and Council reached a provisional agreement this week on amendments to the EU AI Act.

The biggest change is a 16-month delay to compliance deadlines for high-risk AI systems.

Rules covering systems used in areas like biometrics, critical infrastructure, education, employment, law enforcement, and border management are now expected to apply from December 2027 instead of August 2026.

Systems embedded in physical products move to August 2028.

The delay is mostly because companies still don’t have all the technical standards they need in order to comply properly.

Alongside the delay, the EU also added a new explicit prohibition on AI systems primarily designed to generate non-consensual intimate images, including so-called nudification apps and AI-generated child sexual abuse material.

That provision was pushed through by Parliament and was not part of the Commission’s original proposal.

Companies will have until December 2026 to comply.

The law itself is already in force.

What changes is when the hardest parts actually bite.

Smaller and mid-sized businesses also received broader exemptions designed to reduce compliance pressure, while registration requirements for certain lower-risk systems were tightened.

The EU is still building one of the world’s most comprehensive AI regulatory frameworks. It is just giving companies more time to implement it properly.

OpenAI’s Real-Time Voice APIs Make Always-On AI Assistants Technically Practical.

OpenAI released GPT-Realtime-2 and a new suite of voice APIs this week, focused on live audio interaction.

Earlier systems converted speech into text, processed it, and then converted responses back into audio. The delay was small but noticeable.

GPT-Realtime-2 processes audio more directly, which cuts enough delay that conversations stop feeling like turn-based systems.

Only 5% Of Enterprises Report Real AI Returns. OpenAI Published The Number Itself.

OpenAI’s State of Enterprise AI report deserves attention separately from the Deployment Company launch.

The report surveyed more than 1,000 business leaders across six markets and documented a problem that much of the industry has been quietly running into for over a year.

Companies are spending heavily on AI.

Most are struggling to turn that spending into measurable business outcomes.

According to the report, enterprises have collectively spent close to $40 billion on generative AI initiatives over the last two years. Only 5 percent report meaningful returns.

Ninety percent of IT decision-makers also say they are reconsidering cloud strategies around AI workloads, balancing cost, performance, and control more aggressively than before.

The report argues that successful AI deployments tend to come from unified platforms with shared governance and production-grade architecture, rather than scattered pilot projects across departments.

Only 22 percent of organisations were classified as “future ready” from a data infrastructure perspective.

Most companies are trying to build AI systems on top of infrastructure that was never designed for it.

The timing of the report alongside the Deployment Company launch was deliberate.

AI Beat Real ER Doctors On Real Patients. The Study Got Published In Science.

Researchers from Harvard Medical School and Beth Israel Deaconess Medical Center published the most serious real-world comparison yet between frontier AI models and working physicians.

The paper landed in Science this week.

Researchers tested OpenAI’s o1 model against doctors across six separate clinical experiments. In every one, the model performed on par with or better than the physicians involved.

The most important test used 76 real emergency room patients from Beth Israel. No cleaned-up benchmark data. No idealised examples. Same records, same information, same time pressure.

At triage, the model identified the correct or near-correct diagnosis 67 percent of the time. The physicians scored 55 percent and 50 percent. As more information became available during admission, everyone improved. The model reached 81.6 percent. The doctors reached 78.9 percent and 69.7 percent.

The structure of the study matters here. Two attending physicians issued diagnoses. So did o1 and GPT-4o. A separate pair of attendings then graded every answer blind, without knowing which responses came from humans and which came from models.

The gap held consistently.

On clinical reasoning, which measured how well diagnoses were explained and what next steps were recommended, o1 received a perfect score on 98 percent of cases. The attending physicians hit 35 percent. On treatment planning across five clinical case studies, the model scored 89 percent. Forty-six doctors using conventional resources, including search engines, scored 34 percent.

Lead author Adam Rodman said the most surprising result was that the model handled messy emergency room data reliably. That is different from performing well on curated benchmark cases.

The caveats are still important. The model only had access to text. Real clinicians see the patient, hear breathing, read body language, and make decisions using information that never enters the medical record. Emergency physician Kristen Panthagani also pushed back publicly on the framing of some headlines, noting the comparison group used internal medicine physicians rather than ER specialists.

But the broader point is difficult to ignore.

AI systems are now performing at a level where hospitals, insurers, and regulators all have the same problem to solve: responsibility.

Six Governments Just Issued The First Security Warning Written Specifically For AI Agents.

Six national security agencies published a joint warning about AI agents this week.

A year ago, most cybersecurity discussions around AI were still focused on chatbots, phishing, and synthetic content. This document is about autonomous systems operating inside real infrastructure.

On May 1, CISA, the NSA, Australia’s ASD, the Canadian Centre for Cyber Security, New Zealand’s NCSC, and the UK’s NCSC released a 30-page document titled “Careful Adoption of Agentic AI Services.” It is the first coordinated international security guidance written specifically for AI agents rather than AI systems broadly.

The agencies identified 23 separate risk categories and more than 100 recommended practices. Three issues received the most attention.

First: privilege escalation. Agents are routinely being granted broader system access than their tasks require, which means a compromised tool inside the workflow can inherit those permissions.

Second: prompt injection. Malicious instructions hidden inside documents, emails, or webpages can manipulate agents into taking actions operators never intended.

Third: accountability gaps. Multi-agent systems hand tasks across multiple models and tools until reconstructing the chain of decisions afterward becomes extremely difficult.

The Register described one possible scenario plainly: compromise a low-risk tool connected to an agent, inherit the agent’s permissions, approve fraudulent payments, modify contracts, then generate fake audit logs afterward.

The guidance was prompted by observed incidents.

Most of the recommendations are surprisingly basic. Least-privilege access. Human approval for irreversible actions. Independent audit logging. Treating agents as untrusted systems when they interact with each other.

The difficulty is not the advice itself. It is that organisations are deploying agents faster than they are building the processes needed to supervise them properly.

When six intelligence agencies coordinate on guidance for a specific technology category, it usually means the technology has already moved beyond experimentation and into operational risk.

OpenAI Put A Clinician-Grade AI Tool In Front Of Every Verified Doctor In America.

The rollout landed in the same week as the Harvard study.

On April 23, OpenAI launched ChatGPT for Clinicians, a version of ChatGPT designed for clinical workflows and made available free to verified physicians, nurse practitioners, physician assistants, and pharmacists in the United States.

The product focuses on documentation, medical research, and care coordination.

Doctors can use it to draft notes, summarise literature, prepare referral letters, generate discharge summaries, and assist with multi-step clinical reasoning. Before release, OpenAI says physician advisors tested 6,924 real-world conversations inside clinical settings. Doctors rated 99.6 percent of responses as safe and accurate.

Alongside the launch, OpenAI also published HealthBench Professional, an open benchmark designed to evaluate medical AI systems using physician-written conversations and specialty-specific grading rubrics.

The benchmark result is the important part.

GPT-5.4 inside the Clinicians workspace outperformed every other tested system, including the human physician baseline. And the physician baseline was not weak competition. Specialty-matched doctors were given unlimited time and web access.

Healthcare AI has been discussed for years as a future possibility. The combination of this rollout and the Harvard study makes it look much more immediate.

The unresolved issue is responsibility. If an AI-assisted clinical decision harms a patient, who carries liability for that outcome? The hospital? The physician? The vendor? The answer is still unclear.

The deployment is happening before those questions are settled.

This was not a limited pilot program. OpenAI rolled out a nationwide clinical AI product while the legal and regulatory framework around clinical AI is still being worked out.

The US Government Quietly Moved Closer To Reviewing Frontier AI Models Before Release.

Multiple reports this week confirmed that companies including Google, Microsoft, and xAI are allowing advanced AI systems to be evaluated by US government agencies before broader public deployment. The systems involved are not ordinary chatbots. Agencies are reportedly evaluating models capable of reasoning, writing code, interacting with tools, and operating inside sensitive environments.

Until recently, the idea of frontier labs voluntarily giving governments early access to advanced systems before release would have been controversial across much of the industry. Now it is happening quietly and with relatively little resistance.

The timing also matters. The reports landed the same week six allied intelligence agencies issued the first coordinated guidance focused specifically on AI agents. JPMorgan Stopped Calling AI A Technology Investment. Now It Calls It Infrastructure.

JPMorgan’s latest technology budget revealed something more important than the spending itself.

AI is now classified alongside cybersecurity and operational resilience.

In a widely circulated interview this week, JPMorgan CIO Lori Beer said the bank’s 2026 technology budget will reach $19.8 billion, up 10 percent year-on-year. Roughly $2 billion is directly tied to AI initiatives.

The bigger signal was where that spending got classified.

AI is no longer being treated as a discretionary innovation project inside the bank. It now sits inside the same category as the systems required to keep the institution operational.

That distinction matters because infrastructure budgets survive economic downturns, executive turnover, and shareholder pressure in ways experimental spending usually does not.

JPMorgan now has more than 2,000 employees dedicated to AI systems, which scan roughly $10 trillion in daily transactions for fraud, anomalies, and optimisation opportunities. The bank says realised annual AI value already roughly matches annual AI spend.

The systems are already paying for themselves.

Beer also said AI deployments inside the bank doubled in 2025, with generative AI becoming the fastest-growing category. Most of the gains are showing up in software engineering and customer-facing systems, where development cycles are shrinking and response times are improving.

The important part is not that JPMorgan is spending aggressively on AI. Most large banks are doing that.

It is that the bank no longer appears to view the spending as temporary.

Jensen Huang used the keynote to describe AI as a core operating layer for industry, but the sessions drawing the largest crowds focused less on raw capability and more on deployment reliability.

Manufacturing companies. Logistics firms. Financial institutions.

The engineers building these systems were asking operational questions now. How do you monitor autonomous systems properly? How do you audit them? How do you enforce security controls when agents are making decisions independently?

NVIDIA’s own announcements reflected the shift. The company launched its Agent Toolkit for enterprise AI agents alongside OpenShell, a runtime designed to enforce security and policy controls at the infrastructure layer instead of relying entirely on model behaviour.

Caltech Built An AI That Segments Every Cell In Every Image. Biologists Just Got Their Time Back.

A surprising amount of biological research still begins with manual image annotation.

Researchers published CellSAM in Nature Methods this week to reduce that bottleneck.

The model handles biological image segmentation, the process of outlining individual cell boundaries, before researchers can analyse microscopy images properly. The task is repetitive, time-consuming, and often takes hours before the actual scientific work even begins.

CellSAM automates that process across multiple cell types, imaging conditions, and biological contexts.

Previous segmentation systems usually performed well only inside the narrow environments they were trained on. Models trained on one tissue type often struggled badly when applied elsewhere, forcing researchers to retrain systems constantly or correct outputs manually afterward.

CellSAM appears to generalise much more reliably across real laboratory conditions.

A graduate student who previously spent two hours annotating cells can now validate outputs in minutes and move on to the actual analysis.

That changes research workflows in a meaningful way.

The model also runs on standard laboratory hardware rather than requiring expensive cloud infrastructure, which makes adoption easier for smaller research labs without large computing budgets.

Microsoft’s Hold On OpenAI Is Over, And The Cloud War Just Opened Up

On April 27, Microsoft and OpenAI announced they had torn up the exclusivity clause that had bound OpenAI’s commercial products to Azure since before ChatGPT launched. The renegotiated deal gives Microsoft a non-exclusive licence to OpenAI’s IP through 2032, caps Microsoft’s revenue share, and eliminates the AGI clause that would have changed their commercial relationship the moment artificial general intelligence was declared. OpenAI is now free to run its products on any cloud. Within 24 hours, it was on Amazon Web Services.

AWS CEO Matt Garman held an event in San Francisco on April 28 to launch OpenAI models on Amazon Bedrock, framing it as meeting years of suppressed demand. “Their production applications run in AWS. Their data is in AWS. We’ve forced them to get great OpenAI models, to go to other places.” That forced detour is over. OpenAI CEO Sam Altman appeared at the event via recorded video, noting that his schedule had been “taken away” from him for the day, a reference to the Musk trial opening across the Bay Bridge in Oakland. The new product is called Amazon Bedrock Managed Agents, powered by OpenAI, combining OpenAI’s models with AWS’s Trainium infrastructure, with OpenAI committing roughly 2 gigawatts of Trainium capacity for training. Google Cloud is already in advanced talks for the same arrangement, targeting Q4 2026. GPT-5.5, which shipped on April 23 and which we talked about on The Sentinel last week, is already available on Bedrock, alongside Codex and the full model suite.

The internal OpenAI memo that surfaced this week, written by chief revenue officer Denise Dresser, is the most revealing part of the story. She wrote that the Microsoft partnership had “limited our ability to meet enterprises where they are” and that inbound demand for the AWS offering had been “frankly staggering.” That’s harsh language for a company that willingly stayed exclusive for three years. The deal was a constraint. Removing it unlocks enterprise customers who spent the past year asking why they couldn’t get OpenAI models inside the infrastructure they already run. Well, now they can. And AWS, which already carries Anthropic’s Claude and Meta’s Llama family, has quietly become the most comprehensive AI model marketplace in existence.

Why it matters

Every enterprise that had Azure as its primary reason to avoid OpenAI’s models lost that excuse this week. AWS now carries OpenAI and Anthropic under the same roof. That is a different competitive landscape than the one that existed seven days ago.

Google Is Betting $40 Billion On Anthropic While Also Competing With It

Google confirmed on April 24 that it is committing up to $40 billion to Anthropic, starting with a $10 billion investment at a $380 billion valuation, with the remaining $30 billion contingent on performance milestones. This is not a new relationship. Google has been invested in Anthropic since its earliest funding rounds. But the scale is different this time. The deal pairs the cash commitment with a fresh five gigawatts of computing capacity from Google Cloud over five years, adding to a previously announced 3.5 gigawatt TPU arrangement with Google and Broadcom from 2027. Anthropic now has more committed compute than any other frontier lab outside of the hyperscalers themselves.

The $10 billion lands immediately. The other $30 billion arrives only if Anthropic hits specific operational and financial milestones Google has not publicly named. That structure matters. At a $380 billion valuation, getting $30 billion conditional rather than committed reflects the risk of investing in a company that is also competing directly against your core search and AI products. Google needs Anthropic to be competitive enough to stay at the frontier, but not so dominant that Claude makes Google’s own AI efforts irrelevant. The five-gigawatt compute commitment is the part that solves a concrete problem: Anthropic can now train the next two generations of models without infrastructure problems.

OpenAI went multi-cloud the same week, with its models landing on AWS and Google Cloud talks already underway. A search giant that hosts both of its main AI competitors while also investing $40 billion in one of them. This game is far more complex than it appears. Google’s bet is that controlling the infrastructure layer is worth more than backing any single model. If AWS becomes the distribution platform for every frontier model, Google loses, regardless of how good Gemini is. Keeping Anthropic well-capitalised and compute-secure is part of how Google stays relevant in the infrastructure race it cannot afford to lose.

Why it matters

Five gigawatts of compute paired with $40 billion in capital is the largest infrastructure commitment any investor has made to a frontier AI lab. Anthropic won’t be struggling for compute for a long time. That changes what it can build next.

AI Agents Can Now Pay, Deploy, And Ship Without Asking Anyone

On April 30, Cloudflare published a protocol co-designed with Stripe that allows AI coding agents to provision cloud accounts, start paid subscriptions, register domain names, and deploy applications to production, without a human touching a dashboard or entering a credit card number at any point. Three steps: discovery, where the agent queries a service catalog; authorisation, where Stripe verifies the user’s identity and Cloudflare provisions an account automatically; and payment, where Stripe passes a tokenised credential so the agent can pay for services without ever handling raw card details. Stripe sets a default spending cap of $100 per month per provider. Nothing to a live app on a registered domain in just a few minutes.

It shipped on April 30 via the Stripe Projects CLI, currently in open beta, with Cloudflare as the first infrastructure partner. Additional partners already live include Vercel, Supabase, Hugging Face, Twilio, and AgentMail. The protocol is open. Any platform with signed-in users can play the role Stripe does, acting as the identity provider for any agent-accessible service. The security concerns are also there and in consideration. David Shipley of Beauceron Security pointed out that this also dramatically accelerates the ability of bad actors to spin up infrastructure, noting that cyber criminals already need to constantly create new accounts as security firms shut old ones down. Faster provisioning helps everyone. Including the people you don’t want it to help.

An agent that writes code, tests it, provisions the infrastructure, buys the domain, and ships the app is not a developer’s assistant. It is a system that builds and ships software. Who owns the subscriptions it opened? Who is liable for the spend? How do you revoke access across a dozen provisioned services when something goes wrong? But the pipeline itself, from idea to live product, is now fully automated and available to anyone with a Stripe account.

Musk’s Lawsuit Isn’t About The Money. It’s About Setting The Rules

The trial began on April 28 in the Northern District of California, Oakland. Elon Musk is suing OpenAI and Sam Altman for over $150 billion in damages, arguing that OpenAI defrauded him as a founding donor by abandoning the nonprofit mission under which it was established, then converting to a for-profit structure without honouring the commitments it made when it accepted his money. Altman was across the Bay Bridge at the AWS event in San Francisco, attending via recorded video. “My schedule got taken away from me today,” he said, which landed somewhere between diplomatic and pointed depending on who you asked.

What is not in dispute is that Musk donated approximately $45 million to OpenAI between 2015 and 2017, left the board in 2018, and OpenAI is now mid-conversion to a for-profit public benefit corporation. What is very much in dispute: whether Altman and the board made specific representations about the organisation’s permanent nonprofit status, whether those representations were legally enforceable, and whether the for-profit conversion constitutes fraud. OpenAI’s defence is that the mission was always to develop safe AI for humanity’s benefit, not to remain a nonprofit structure indefinitely, and that the conversion serves rather than betrays that mission.

The amendment Musk filed before trial changes everything about how to read this case. He is now asking that any damages be awarded to OpenAI’s charitable arm rather than to himself, and that Altman be removed from the nonprofit board. The personal financial gain angle is gone. What remains is a governance fight over whether the most prominent AI organisation in the world can be held to its founding commitments. OpenAI’s for-profit conversion is not yet complete. A ruling against them could halt it. A ruling for them sets a precedent that AI labs can walk away from their founding missions without legal liability to the donors who funded them. That precedent, not the $150 billion, is what every lab in the industry is watching from Oakland.

This case will decide whether AI organisations owe anything to the people who funded their early work. The answer becomes precedent for every lab currently navigating pressure to restructure. The outcome in Oakland matters far beyond OpenAI.

Salesforce Is Rebuilding Itself For AI Agents, Not Human Users

Salesforce announced Headless 360 at its TDX developer conference in San Francisco, describing it as the biggest architectural change in the company’s 27-year history. Everything on Salesforce, every CRM record, every workflow, every business logic rule, every approval process, is now accessible as an API, an MCP tool, or a CLI command. An AI agent can read a customer support queue, pull the case history, trigger the resolution workflow, update the record, and close the ticket without a human opening a browser. Co-founder Parker Harris put it from the stage: “Why should you ever log into Salesforce again?” Not a rhetorical question. An architectural statement.

The release ships more than 60 new MCP tools and 30 preconfigured coding skills, giving external coding agents, Claude Code, Cursor, Codex, and Windsurf complete live access to a customer’s entire Salesforce org. Agentforce Vibes 2.0, the company’s native development environment, now supports both the Anthropic agent SDK and the OpenAI agents SDK. The pricing model is shifting from per-seat to consumption-based, which is a quietly significant part. Per-seat pricing assumes a human for every seat. Consumption-based pricing assumes work is the unit, not the worker. Salesforce is betting the number of human seats is going in one direction, and building its revenue model around what comes after.

SaaStr ran a piece this week from a company that has been running this architecture for six months already, three humans and twenty-plus AI agents in production, and almost nobody logging into the Salesforce UI. “Going AI-first didn’t make CRM less important,” they wrote. “It made us finally use it the way it was always supposed to be used: as the data backbone, with intelligence running on top.” That is the product Salesforce is now selling. Not software for humans to click through. Infrastructure for agents to operate.

Why it matters

Salesforce has $30 billion in annual revenue built on the assumption that humans use software through graphical interfaces. Headless 360 is the company betting that assumption has an expiry date, and choosing to get ahead of it.

Mistral Isn’t Chasing Better Models. It’s Fixing Why AI Fails In Production

Mistral released Mistral Workflows this week, a production orchestration engine for multi-step AI pipelines. The target is enterprise teams that have built successful AI experiments and then hit a wall trying to put them into production. The product handles the parts that kill deployment: state management across multiple steps, tool call sequencing, error handling and retry logic, full observability into what the pipeline is doing at each stage, and privacy controls over which data each step can access. Not capabilities for making AI more impressive. Infrastructure for making it reliable enough to trust in production.

The observability piece is where teams consistently get stuck. They cannot see inside what the system is doing well enough to debug failures, satisfy audit requirements, or make a credible case to the legal and compliance teams that need to approve anything running in production. Mistral Workflows ships with built-in logging, step-by-step trace views, and integration with standard enterprise monitoring tooling. The privacy controls, defining what data each pipeline step can touch, are aimed at the same audience. These are features that go way beyond just benchmark numbers to actually getting deals signed.

Mistral has been building its enterprise business quietly while OpenAI and Anthropic take the headlines. Its models run cheaper than frontier alternatives. Its Paris headquarters gives it a compliance advantage for organisations under GDPR and EU AI Act obligations that its American competitors cannot replicate without a structural change. Workflows is not a play for the “which model is most capable” conversation. It is a play for the deployment layer underneath that conversation, the infrastructure that turns a capable model into something an enterprise actually runs. The strategy is to let the big labs fight over who has the best model, and own the layer that makes any model usable.

Why it matters

Most enterprise AI projects stall on deployment, rather than capability. Mistral shipped the tooling to fix that problem, with compliance features baked in from the start rather than added later. In regulated industries, that matters more than any other benchmark point.

China Is Winning The In-Car AI Race. The West Is Far Behind

ByteDance confirmed this week that its Doubao AI assistant is now integrated into 145 electric vehicle models across China, making it one of the most widely deployed in-vehicle AI systems in the world by model count. The integration goes well beyond voice commands and navigation. Doubao handles real-time contextual awareness of the journey, personalised content recommendations during transit, natural language interaction with vehicle systems, and multi-turn conversations that persist across sessions. Alibaba’s Qwen and Baidu’s ERNIE are fighting for the same cockpit real estate. The Chinese EV market has become the most competitive deployment environment for conversational AI in any physical product category, anywhere in the world.

China’s EV market shifted from competing on range and charging speed to competing on the intelligence of the in-vehicle experience roughly 18 months ago. BYD, NIO, Li Auto, and Xpeng have all treated cockpit AI as a primary product differentiator. ByteDance’s advantage is not its model quality. It’s its data. Douyin has over 700 million daily active users. Doubao was the fastest AI app to reach 100 million users in China. The personalisation dataset that it generates gives it an edge that purpose-built automotive AI companies cannot replicate without years of consumer-facing deployment at scale. The 145-model figure is the advantage being converted into automotive partnerships.

Chinese EV manufacturers are expanding into Europe, Southeast Asia, and Latin America. The in-vehicle AI that dominates the Chinese market travels with those vehicles. Doubao, Qwen, and ERNIE are not household names in Western markets yet. In two years, they could be the AI that hundreds of thousands of drivers interact with for an hour every day, a higher-frequency touchpoint than most people have with any AI system. The battle for the cockpit is being fought almost entirely in China. Western AI labs are not seriously competing for it. They may want to reconsider that.

Why it matters

The car cockpit is the most overlooked AI deployment surface in the world. Chinese labs are winning it. As Chinese EVs go global, so does their AI. That’s a distribution story the Western AI industry hasn’t priced in yet and probably should.

Anthropic Built a 10T Model, But Not Everyone Gets Access

Anthropic this week unveiled Claude Mythos 5, its most powerful model to date and the first publicly announced AI system to cross the 10 trillion parameter threshold. For context: GPT-4 was estimated at around 1.7 trillion. In roughly two years, the scale has increased six times over. The model introduces a new tier in Anthropic’s lineup, codenamed Capybara, sitting above Opus, and is being positioned for cybersecurity analysis, advanced scientific research, and complex software engineering. Not a general-purpose upgrade. A specialist instrument for high-stakes work.

Anthropic has not published official benchmarks and the model is not publicly available. Access is restricted to a controlled preview through Project Glasswing, the same coordinated security initiative that emerged from the zero-day vulnerability discoveries covered 2 weeks prior. The list of approved organisations includes AWS, Apple, Cisco, Google, JPMorgan Chase, Microsoft, Nvidia, CrowdStrike, and around 40 other critical infrastructure partners. All access is limited to defensive cybersecurity work. Anthropic described the model as “far ahead of any other AI model in cyber capabilities” in internal documents that were briefly and accidentally made public in late March when a content management misconfiguration exposed roughly 3,000 internal assets. The 10 trillion figure does not automatically mean 10 times better at everything. The relationship between parameter count and capability is logarithmic, not linear. What it does mean is that Anthropic has access to a model capable of sustained reasoning over extremely long contexts, multi-step problem decomposition, and domain depth that smaller models can’t match. The training run is estimated to have cost several hundred million dollars. No API pricing has been published. And with GPT-6 still unshipped, Mythos 5 is the most capable model any lab has publicly confirmed this week.

DeepSeek V4 Finally Lands And Proves the AI Race Isn’t Slowing Down

DeepSeek released V4 on April 24 after missing three projected windows. The wait is over. Two models shipped simultaneously: V4-Pro, with 1.6 trillion total parameters and 49 billion active per response, and V4-Flash, a leaner 284 billion total parameter version built for speed and cost. V4-Pro is now the largest open-weight model in existence, bigger than Kimi K2.6 at 1.1 trillion and more than twice the size of DeepSeek’s own V3.2. Both are available on Hugging Face under an MIT licence, free to download, run, and modify. The API went live the same day at $1.74 per million input tokens and $3.48 per million output for Pro, a fraction of GPT-5.5’s $5 and $30 and Opus 4.7’s $5 and $25. DeepSeek’s pricing has historically reshaped what the rest of the market can charge. V4 is no exception.

The architecture running underneath is worth understanding. Both models use a Hybrid Attention Architecture, DeepSeek’s term for a design that dramatically improves memory efficiency at extreme context lengths. V4-Pro at 1 million tokens uses only 27 percent of the single-token inference FLOPs and 10 percent of the KV cache size of V3.2. That is not a minor optimisation. It means genuinely usable 1 million token context at a cost that makes it viable for production, not just benchmarks. On formal mathematics, V4 stretches past the field: Putnam-2025 proof verification at a perfect 120 out of 120, and Codeforces at a 3,206 rating, ranking 23rd among human competitive programmers. On standard agentic coding and reasoning benchmarks it sits between GPT-5.2 and GPT-5.4, which means GPT-5.5, released one day earlier, pushed the closed frontier further out. The honest reading: V4 is not the strongest model in the world. It is the strongest model anyone in the world can freely download and run themselves.

The Huawei story matters too. V4 was built on domestic Chinese silicon. The three months of delays were not about the model being unready. They were about Huawei’s Ascend 950PR chips not producing units fast enough to run the scale of testing DeepSeek needed. The model shipped when the hardware supply caught up. A frontier-competitive open-source model, trained and deployed entirely on chips with no American component, now exists. MIT Technology Review called it “an early sign that China is successfully building a parallel AI infrastructure.” That framing is accurate and understated.

Why it matters

The most capable open-source model ever built is now free to download. It was trained on Chinese silicon, costs a fraction of every closed competitor to run via API, and just proved that export controls are not the ceiling anyone hoped they were.

Meta Is Building Its Own Chips And Redefining AI Infrastructure

Meta and Broadcom announced an expanded partnership to co-develop four generations of Meta’s custom MTIA chips, the Meta Training and Inference Accelerator, through 2029. The initial deployment commitment exceeds 1 gigawatt of compute. That is the first phase of a sustained multi-gigawatt rollout. Broadcom CEO Hock Tan stepped off Meta’s board the same day the deal was announced, given the scale of the commercial tie-up. Mark Zuckerberg’s own words on the announcement: “build out the massive computing foundation we need to deliver personal superintelligence to billions of people.”

The architecture matters. MTIA is Meta’s purpose-built accelerator optimised for inference and recommendation at scale that runs every time someone opens Instagram, scrolls Facebook, or asks Meta AI something. Four new generations of the chip are being developed and deployed within two years. The first to hit 2nm process technology will be a major performance leap. Broadcom’s XPU platform gives Meta the design and packaging capability to build silicon tuned to its own workloads rather than relying on general-purpose GPU architectures that aren’t optimised for what Meta actually runs at scale.

Meta joins Google, Amazon, and Microsoft in pursuing custom accelerators alongside continued Nvidia spend. The pattern is now stable across every major hyperscaler. Use Nvidia for leading training capacity, use custom chips for the inference and recommendation workloads that run continuously at enormous volume. Nvidia still gets paid. But the share of infrastructure spend flowing to custom silicon is growing with every generation. The long-term trajectory is clear.

Why it matters

Every hyperscaler building its own chips is a vote of no-confidence in Nvidia’s long-term monopoly on AI compute. Meta’s MTIA roadmap isn’t a hedge. It’s an infrastructure declaration.

Meta And Microsoft Fire 20,000 Employees As Big Tech Doubles Down on AI Spend

Meta and Microsoft announced major workforce reductions on April 23 and 24. Meta is cutting 10 percent of its global workforce, around 8,000 employees, with cuts beginning May 20. Microsoft introduced a voluntary separation programme, its first in 51 years, affecting another 12,000 to 15,000 positions. Together, more than 20,000 jobs across two of the largest technology companies in the world are being eliminated in the same week. The stated rationale from both companies is nearly identical: AI is enabling smaller teams to do the same work, and the capital freed up from headcount is being redirected into infrastructure and AI development. The cumulative number of tech workers laid off in 2026 now exceeds 92,000.

The number worth sitting with is not the headcount. It is the capital being deployed in the other direction. Alphabet, Microsoft, Meta, and Amazon are collectively spending close to $700 billion on AI infrastructure this year. Meta alone has committed up to $135 billion on AI capital expenditure in 2026. The same companies cutting staff are pouring more money into computing, data centres, and AI development than any group of companies has spent on a single technology in any single year in history. The workforce reductions are not a sign of struggle. They are a sign that the output-per-human ratio is shifting fast enough that maintaining 2024 headcount levels looks like overstaffing to their boards.

The harder question is whether AI is actually causing this or whether companies are using it as cover. A reasonable reading suggests both are true at once. Meta is closing its Horizon World metaverse platform by June, which alone accounts for thousands of roles in Reality Labs. Microsoft’s buyout programme looks more like a skills transition than pure technology displacement. But Block invoked AI, cut 4000 jobs, and its stock rose the following day. Snap cut 1000 and rose 7 percent. Meta cut 8000, and the market rewarded it. Whatever the underlying cause, markets have now clearly signalled that AI-attributed headcount reductions increase valuation. That incentive structure is not going away.

Twenty thousand jobs at two of the world’s most valuable companies in one week, with $700 billion being spent on AI in the same year by the same companies. This is what the transition looks like in financial statements. It is no longer coming. It is the current quarter.

An AI System Published A Research Article And Passed Peer Review Without Human Authors

Sakana AI’s AI Scientist v2 generated the first fully AI-authored paper to pass a rigorous human peer-review process, with the achievement now published and documented in Nature. The system is end-to-end. It generates hypotheses, designs and runs experiments, analyses data, visualises results, and writes the manuscript in LaTeX with citations. Sakana submitted three fully autonomous papers to a peer-reviewed ICLR workshop. One exceeded the average human acceptance threshold. That’s the one that made history.

The v2 system is a meaningful architectural step beyond its predecessor. Where v1 relied on human-authored code templates to frame the research, v2 eliminates that requirement and generalises across machine learning domains. It uses a progressive agentic tree search, branching into multiple parallel experiments, picking the most promising results, iterating, and backtracking when it hits dead ends. A dedicated experiment manager agent coordinates the process. A vision-language model checks figures for clarity and accuracy. The whole thing costs around $15 per paper in API and compute fees. Sakana acknowledges that the more complex v2 search raises that figure somewhat. But even at 10x the cost, it remains a fraction of what human research teams spend.

The system has its limitations. It doesn’t produce better papers than v1 all the time. Its literature review process has been criticised for relying on keyword searches rather than proper synthesis. The quality of the manuscripts has been compared to an undergraduate rushing a deadline. But that comparison is the point. An undergraduate can be educated. An AI system that can already pass peer review can be iterated on. The current quality ceiling isn’t that high, but the trajectory is spot on.

Why it matters

The first peer-review milestone has been crossed. Scientific research has historically been one of the last domains where human expertise was considered irreplaceable. That assumption just got its first serious crack.

GPT-5.5 Launches Instead of GPT-6 And Still Takes the Lead

The model codenamed Spud shipped on April 23, not as GPT-6, but as GPT-5.5. OpenAI released it to Plus, Pro, Business, and Enterprise users in ChatGPT and Codex, with API access following on April 24. Greg Brockman called it “a new class of intelligence” and “a big step towards more agentic and intuitive computing.” Six weeks after GPT-5.4. GPT-6 remains unshipped. The wait that had the industry holding its breath resolved into something real and immediately consequential, just not the model the rumours named.

The capability profile is clearest in what GPT-5.5 does with a terminal. On Terminal-Bench 2.0, which tests complex command-line workflows requiring planning, iteration, and tool coordination, it scores 82.7 percent against Claude Opus 4.7’s 69.4 percent, a 13-point lead. That is the widest margin any model holds over its nearest competitor on any major agentic benchmark right now. On OSWorld-Verified, which measures whether a model can operate real computer environments autonomously, clicking, typing, and navigating interfaces, it reaches 78.7 percent, just ahead of Opus 4.7 at 78.0 percent. That is the first time OpenAI’s mainline model has matched Anthropic on full computer use, a category Opus has held outright since last autumn. The long-context retrieval jump is the other number worth keeping: MRCR v2 at 1 million tokens goes from 36.6 percent with GPT-5.4 to 74.0 percent with GPT-5.5. More than doubled. The model also uses 40 percent fewer tokens per Codex task than GPT-5.4, meaning tasks complete faster and cheaper on a per-outcome basis despite the API price doubling from $2.50 to $5 per million input tokens.

There is a catch worth naming. Claude Opus 4.7 still leads on SWE-bench Pro at 64.3 percent versus GPT-5.5’s 58.6 percent, and on MCP Atlas tool orchestration at 79.1 percent versus 75.3 percent. If your use case is resolving real GitHub issues or running complex multi-tool workflows, Anthropic is still ahead on those specific tasks. GPT-5.5 is the stronger model for agentic computer use and terminal work at scale. The race is not settled. It is now more clearly segmented by task than it was a week ago, which is more useful information than any single leaderboard number.

Why it matters

OpenAI spent six weeks building anticipation for GPT-6, shipped GPT-5.5 instead, and still took the agentic coding benchmark lead by 13 points. That says something about how far the baseline has moved. The model everyone was told to wait for still hasn’t arrived.

Stanford's 2026 AI Index Is Out, And The Numbers Are Hard To Ignore

The most authoritative annual report on AI landed on April 13. The 2026 Stanford AI Index is 400 pages produced by an independent committee with no stake in any lab's outcome. And the picture it paints is one the industry has been quietly aware of but rarely said out loud: AI capabilities are racing forward, and the systems built to measure and govern them are getting left behind.

The capability numbers are striking. Coding benchmark performance on SWE-bench jumped from 60 to nearly 100 percent in a single year. AI models now outperform human baselines on PhD-level science and won gold at the International Mathematical Olympiad. Generative AI reached 53 percent of the global population faster than the personal computer or the internet ever did. And yet the same models that ace graduate-level physics can only read an analog clock correctly half the time. The "jagged frontier" is real, and the report documents it with more precision than anything else out there.

The geopolitical section is the one the industry will be quietly digesting for weeks. The US-China performance gap has essentially closed. Anthropic Releases Claude Opus 4.7, And It Has Raised The Bar By A Huge Margin

Anthropic released Claude Opus 4.7 on April 16, two months after Opus 4.6 and right on the rapid pace the company has kept across the 4.x generation. The release also carries something quieter but significant. The cybersecurity safeguards in Opus 4.7 were directly informed by the Mythos Preview research, the same model that found thousands of zero-days and was deemed too dangerous to release publicly. Anthropic is threading the safety lessons from its most capable restricted model into the one you can actually use.
